A strong upper level disturbance brought moisture and a shot of colder air to the region for Halloween into November 1st behind a strong cold front. The system initially brought rain to the region, but temperatures dropped overnight and rain began to mix with and change to snow in some areas. Locations of 1500 feet elevation and above received an inch or more of snow as did some locations near the Daniel Boone National Forest. The highest elevations along the Virginia border saw upwards of a half foot of snow, with the heavy wet snow downing trees on Pine and Black Mountains. Many of the deeper valley locations only experienced a brief mix of rain and snow and did not receive any accumulation.

Snowfall amounts over the county ranged from an inch in Harlan and most lower elevation locations with four to six inches on the higher elevations of Pine and Black Mountains.
Most locations in the county only saw a dusting of snow, however, up to four inches was reported over the higher terrain near Delphia.
Snowfall ranged from a dusting at most lower elevation locations up to three to four inches of snow above 2500 feet elevation. The department of highways reported four inches of snow near the crest of Pine Mountain at the intersection of US 119 and the Pine Mountain Trail.
Snowfall amounts ranged from a dusting in most locations up to 2.2 inches in Clover Bottom.
While most locations across the county only received a dusting at most, up to four inches fell over the highest elevations along the Virginia border.
Most locations only recorded a dusting of snow, however, three inches was measured on Fonde Mountain.
