An upper level disturbance located over the southwestern United States helped to advect copious amounts of moisture into the area ahead of Simon, which eventually produced heavy rainfall and flooding on October 8 and 9.

Simon, once rated a Category 4 hurricane with maximum sustained winds of 135 mph, was the fourth tropical system of 2014 to bring rainfall to southeastern Arizona. An upper level disturbance located over the southwestern United States helped to advect copious amounts of moisture into the area ahead of Simon, which eventually produced heavy rainfall and flooding on October 8 and 9. Numerous roads on the Tohono O'Odham Nation were closed for more than 24 hours due to flooding.

Heavy rain in excess of 2 on the Tohono O'Odham Nation caused several road closures for an extended period of time. Highway 86 became impassable in several locations between mile markers 76 and 106. One motorist was rescued from flood waters near mile post 79 after attempting to cross them with their vehicle. High flows on the Hickiwan Wash near its confluence with the San Simon Wash near Highway 86 were exacerbated by the compromise of several earthen berms designed to protect the highway. High flows along the San Simon Wash continued downstream from there to the confluence with the Vamori Wash near Santa Cruz, where Indian Route 21 was impassable, then south to the International Border. High flows occurred on the Santa Rosa Wash from Highway 86 downstream into Pinal County causing the closure of Indian Route 15 at North Komelik. Water levels finally receded during the evening hours of October 9th.

Heavy rainfall of over 1 inch in less than 45 minutes caused flooding of roadways and washes in the Tucson metro area. One car got stuck in the flood waters of Arcadia Wash south of Speedway on Tucson's east side, while Tanque Verde north of Catalina Highway had to be closed for a time due to flash flooding. Many city streets were covered with several inches of water.
