What happened

The episode as NWS GRB wrote it up.

Weak surface low pressure, associated with a stronger system aloft, tracked from the northern Plains across Illinois. The system brought snow to Wisconsin. It also brought enough cold air to enhance snowfall downstream from the warmer waters of Lake Michigan.

Up to 6 inches of snow, along with gusty northeast winds, affected parts of east-central Wisconsin. Manitowoc County was particularly hard hit as reduced visibilities in heavy snow and blowing snow caused occasional white-out conditions on Interstate 43, where two semi-trailers jack-knifed near the Sheboygan County line around Cleveland.
