CONVECTIVE DEVELOPMENT NEAR SFC BOUNDARY. MODELS DID FAIR JOB WITH
INITIALIZATION...BUT LIKED ETA PLACEMENT OF QPF AND MOISTURE SO WILL
UTILIZE.
