SHORT TERM...MID AND UPPER LEVEL MOISTURE FROM JULIETTE OVER THE
GULF OF CORTEZ CONTINUES TO ADVECT SE ACROSS THE SW HALF OF THE
STATE.  ETA X-SECTIONS SHOW THAT THIS MOISTURE BEGINS TO DEEPEN AT
THE UPPER LEVELS FROM 30 TO 60 HRS...WHILE AT THE LOW LEVELS...THE
WIND WILL SHIFT SLOWLY TO THE E-SE WHICH WILL INCREASE LOW LEVEL
DEWPOINTS.  AS A RESULT...CLD COVER WILL BEGIN TO THICKEN TOWARDS
THE LAST HALF OF THE UPCOMING WORK WEEK.  AC AND CI WILL REMAIN THIN
ENOUGH TONIGHT TO BE COVERED BY MOSTLY CLEAR WORDING.  SURFACE
DEWPOINTS CURRENTLY RANGE IN THE UPPER 50S TO LOWER 60S AROUND THE
CWA AND LIGHT WINDS TONIGHT WILL ALLOW PRETTY GOOD RADIATIONAL
EFFECTS TO PREVAIL. CURRENT ZFP LOOKS OK.

MARINE...BUOY020 CHECKS IN TONIGHT WITH A NE WIND NEAR 15 KTS WITH
SWELLS NEAR 5 FT.  OVERALL FLOW WILL CONTINUE THROUGH THE NIGHT AS
THE BROAD SURFACE RIDGING REMAINS ANCHORED OVER THE LOWER MISS RIVER
VALLEY.  NO CHANGES NEEDED TO THE CURRENT CWF.

A moderate to severe long-term drought persisted across Deep South Texas during the month of October. Average rainfall amounts for the month were generally less than one inch region-wide. However, some coastal locations, such as Port Isabel, did receive beneficial rainfall. Following are some selected annual rainfall departures through the end of October: Brownsville reported 10.55 inches below normal; Harlingen reported 5.64 inches below normal; McAllen reported 3.90 inches below normal; McCook reported 7.70 inches below normal; Hebbronville reported 8.89 inches below normal; Zapata reported 9.41 inches below normal; and Port Mansfield reported 9.82 inches below normal.
