What happened

The episode as NWS PHI wrote it up.

December 2001 continued the dry pattern that established itself during the latter half of the year in Maryland. While the month was wetter than either October or November, only about half of the normal monthly precipitation fell during it. On a county weighted average, monthly precipitation totals ranged from 1.7 inches in Kent County to 2.1 inches in Caroline County. Normal is around 3.6 inches. The continued dry conditions forced the Maryland Department of the Environment on the 11th to extend the drought watch to include all of the Maryland Eastern Shore counties. Precipitation deficits, below normal streamflow and below normal ground water levels triggered the drought watch. The intent of the drought watch declaration is to minimize water usage, although no formal restrictions were in place.
