Strong west winds blowing across Lake Erie caused lake effect snow and squalls to develop. Heavy snow first fell along the lakeshore then spread inland as winds gradually shifted to the northwest. Occasional thunder was reported from early morning through midday on the 21st. The gusty west winds caused considerable blowing and drifting with whiteout conditions at times. There were many road closures and major traffic delays. 6 to 8 inches of snow was reported in Crawford and northern Erie Counties. A maximum of 9.6 inches was reported at Waterford in southeast Erie County.
