Strong west winds blowing across Lake Erie caused lake effect snow bands and squalls to develop. Heavy snow first fell along the lakeshore then spread inland as winds gradually shifted to the northwest. Occasional thunder was reported from early morning through midday on the 21st. The gusty west and northwest winds caused considerable blowing and drifting with whiteout conditions at times. There were many road closures and major traffic delays. Accumulations of 6 to 12 inches were reported in eastern Cuyahoga, northern Summit, northern Geauga, Lake and Ashtabula Counties. 17 inches of snow fell at Ashtabula with 15.3 inches at Pierpoint in Ashtabula County and 14 inches in eastern Cuyahoga County at Pepper Pike.
