What happened

The episode as NWS PHI wrote it up.

Some light freezing rain fell across Sussex County during the pre-dawn hours on the 26th. An unseasonably cold air mass was over the region prior to the onset of precipitation. Low temperatures were between 10 and 20 degrees for three successive mornings (the 23rd through the 25th) in most places in the county. As the light rain moved in, temperatures were still around the freezing mark. Water equivalents were generally less than 0.05 of an inch, but any rain that fell on untreated surfaces, froze on contact and caused hazardous traveling conditions. Fortunately this occurred during the wee hours of Sunday morning (the 26th) and the high pressure system moved offshore instead of anchoring itself over New England. This permitted warmer air to move in near the surface before the heavier rain began.
