Strong and gusty northwest winds combined with well below normal temperatures and produced extremely low wind chill values.Wind chill values ranged from 20 to around 30 degrees below zero, as follows:At Caldwell Airport in Essex County, the lowest wind chill of 27 degrees below zero occurred around 7 am on the 28th when the temperature was 9 degrees above zero and the wind speed was 22 mph.
