A strong upper level system moved along the Ohio River during the evening of December 13. The system produced moderate to heavy snow across South Central Indiana during the morning and afternoon of December 13 before the precipitation changed over to freezing rain during the evening. Law enforcement reported significant ice amounts as much as 1/2 an inch on top of the snow across South Central Indiana. Power outages were noted across many of these counties.
