Emergency Managers indicated that the power station at Culebra was struck by lightning, causing a fire and thus, a power outage across the island. Electrical workers restored service before sunrise on Tuesday.

Flash Flood was reported by the 911 Call Center at PR-901, just before El Horizonte Restaurant to the left. Emergency managers from Yabucoa confirmed flooding affecting residences in the area as well.

Wind gusts generally ranged from around 40 to around 50 mph. However...a 62 mph wind gust was measured at Bar Harbor during the late evening of the 7th. A 56 mph wind gust was reported at Naskeag. The gusty winds and wet soil led to toppled trees and snapped branches...some of which fell on power lines. The toppled power lines led to scattered power outages.

Heavy rains from the 7th into the 8th produced storm total rainfall of 3.00 to 4.00 inches in the area where the localized flash flooding and partial road washout occurred. A portion of Bayside Road was partially washed out leading to a road closure. The flash flooding could have occurred due to the sudden release of water impounded behind a beaver dam which failed...though this is uncertain.

What this means

A best track is the record a warning agency settles on after the storm, not what it said at the time: position, maximum sustained wind and central pressure every six hours, revised against every observation that came in later. Category is the Saffir-Simpson scale, which runs from Category 1 at 64 kt to Category 5 at 137 kt and reads wind only, so it says nothing about surge or rain. Accumulated cyclone energy adds up the square of the wind through the storm's life, so it counts strength and duration together.
