.DISCUSSION...
KEY MESSAGE 1...Widespread snow early this morning will transition
to wrap around and lake enhanced snow today, lasting through
tonight.

Back edge of the steady snow associated with the major winter storm
now pulling east into the eastern Lake Ontario region as the
gradually deepening coastal low pulls northeast along the New
England coast. With deeper moisture over areas south of Lake Ontario
exiting east, just some areas of much lighter snow showers linger
across the remainder of the area early this morning. This lull in
the precip will gradually fill back in as wraparound moisture
combined with lake enhancement/upslope take over with winds backing
to the north then northwest through the morning hours. A sharp mid
level trough will also cross the area today, which will at least
allow scattered snow showers to continue region-wide outside of the
main lake enhanced/upslope snow areas. Most of the area will see
another 1-3 inches of snow today. The highest amounts will be found
east of Lake Erie, as well as the counties lining the southern and
southeastern Lake Ontario shoreline...especially from Wayne to
Oswego counties. Lowest amounts will be found across Allegany,
Livingston, and Ontario counties. Upstream connections to Lake
Huron/Georgian Bay may also contribute to enhanced snow shower
activity across western NY second half of today as cold
northwesterly flow becomes established. With this in mind, the
Winter Storm Warning will remain in effect for the entire area at
this time.

Widespread lighter snow shower activity tapers off in the wake of
the mid level trough passage, with precipitation becoming
predominantly lake effect through the overnight. Main band off Lake
Ontario will be focused across northern Cayuga and Oswego counties
initially, then starts to shift north as winds start to back in
advance of a clipper system sliding into the upper Great Lakes.
Light lake enhanced/upslope activity east of Lake Erie will slowly
taper off through the overnight as winds back around to the
southwest. Most areas will see an additional inch or so, with 1-2
inches closer to the lakes, and up to 3 inches from northeastern
Wayne County east to Oswego County.

Gusty northwest winds this afternoon and tonight will produce some
limited blowing and drifting in open areas.

KEY MESSAGE 2...Reinforcing shot of Arctic air will bring
dangerously cold wind chills tonight through early Tuesday afternoon.

Another reinforcing shot of Arctic air and increasing winds in the
wake of the departing major winter storm will send wind chills down
into the dangerous range across Southern Erie, Wyoming, and the
western Southern Tier tonight through early Tuesday afternoon with
wind chills expected to bottom out in the -20F to -24F range across
these aforementioned areas for which a Cold Weather Advisory has
been issued. Expect wind chills across the remainder of the area to
dip down into the -5F to -15F range.

KEY MESSAGE 3...Locally heavy lake effect snow will continue east of
Lake Ontario Tuesday through Thursday, with lighter lake effect snow
east of the mostly frozen Lake Erie.

Lake effect snow will already be ongoing Tuesday morning, especially
off Lake Ontario. A series of clipper shortwaves will move through
the longwave trough Tuesday through Thursday, with each bringing a
period of synoptic scale ascent and deeper moisture. Lake induced
equilibrium levels will peak at 12K-14K feet Tuesday evening, then
settle around 10K feet through Thursday. The clippers will also
bring a number of wind direction changes through the period from WSW
to WNW, resulting in moving lake effect snowbands.

Off Lake Ontario...

Tuesday morning boundary layer flow will back to the SW, carrying a
weakening lake effect band northward across Jefferson County. The
clipper trough will cross the lake Tuesday evening, enhancing
convergence over the lake and allowing the lake effect band to
rapidly strengthen. Snowfall rates may reach 2-3" per hour given the
favorable thermodynamic setup over the lake and strong convergence
signature. Boundary layer flow will veer to the WNW, carrying the
lake effect snow from Jefferson County southward across the Tug Hill
region to Oswego County. The band may get as far south as northern
Cayuga and far northeast Wayne County for a time late Tuesday night
through Wednesday morning.

The next clipper will approach Wednesday afternoon, with boundary
layer flow backing to the W/WSW and carrying lake effect snow back
northeast across Oswego County to the Tug Hill region and Jefferson
County by evening. Increasing boundary layer shear may force some
weakening as the band moves northward. Boundary layer flow will then
veer again to the WNW following the passage of the clipper trough,
carrying lake effect snow back south into Oswego County. The
Regional GEM suggests the band may become quite heavy again with 2-3
inch per hour snowfall rates possible.

The multiple changes in band location and intensity make for a very
challenging and low confidence accumulation forecast in terms of the
magnitude and placement of the greatest snow amounts. The duration
of the event and quality setup suggests a high likelihood of warning
criteria snowfall, with 1 to 2 feet of accumulation possible where
the band persists the longest. The most likely location of these
higher end amounts is across Oswego County, with lower but still
significant amounts across southern Jefferson, far western Lewis,
and far northern Cayuga counties. With this in mind, a Lake Effect
Snow Warning has been issued for east of Lake Ontario Tuesday
through Thursday.

Thursday night through Friday boundary layer flow will continue to
veer to the northwest, which should force the single dominant band
at the southeast end of the lake to break up into multiple weaker
bands south/southeast of the lake, with a spray of lighter snow over
a larger footprint.

Off Lake Erie...

Extensive ice cover will result in a much diminished lake response,
but there is likely still enough thin/slush ice over the deep water
in the eastern basin to allow the lake to still influence the
boundary layer to some extent.

The Passing clipper system will generate some light snow showers
across Western NY Tuesday through Tuesday night. There may be some
lake enhancement embedded within this if enough slush ice remains,
which would potentially support a few inches of accumulation Tuesday
through Tuesday evening east and northeast of Lake Erie. If the ice
has solidified, accumulations would likely be limited to an inch or
less.

It will become quite windy Tuesday, especially across the Niagara
Frontier, with wind gusts in the 30 to 40 mph range. This will bring
an increase in blowing and drifting snow in open areas with all the
fresh powder on the ground.

A similar scenario will unfold Wednesday night through Thursday,
with the next clipper producing some light snow across Western NY
that may become lake enhanced east of Lake Erie if the lake is still
able to influence the boundary layer. This could produce additional
minor snow accumulations.

KEY MESSAGE 4...Prolonged period of cold through the weekend.

A -2SD 500 hPa trough will drop across the Great Lakes and mid-
Atlantic region this period, maintaining well below normal
temperatures through the end of the week. Maximum temperatures
forecasted in the teens for highs the second half of the week, may
match the beginning half of the week...and for what it worth the
last time we had a weeks worth of maximum temperatures in the teens
or colder was the winter of 2017-18 (late December into early
January).

Single digit to below zero minimum temperatures this period, that
with a light wind may produce a night or two with cold weather
advisory conditions met, notably Thursday night into Friday morning.

Modest relief will enter our region to start next weekend. First the
departure of the core of the cold Friday will allow for a not as
cold 850 hPa temperatures to slide southward from the north, and
then on Sunday a not as cold airmass will nose northeastward through
a ridge of high pressure aloft. Temperatures at 850 hPa will
increase to around -10C by Sunday. Though favorable radiational
cooling conditions will make for a cold Saturday night, the
temperatures should rebound into teens to possibly 20F for Sunday
afternoon.

.AVIATION /06Z MONDAY THROUGH FRIDAY/...
Widespread synoptic snow has tapered off across areas south of Lake
Ontario, with a mix of mainly VFR/MVFR CIGS and scattered very light
snow showers, while lighter steady snow continues toward the North
Country. However as easterly winds back around to the north then
northwest through the morning hours, conditions are expected to
deteriorate once again with the combination of wraparound moisture
and lake enhancement bringing a return to solid MVFR CIGS and an
expansion of light to moderate snow showers producing at least
intermittent periods of IFR, with the most persistent areas being
across upslope areas and south and southeast of Lake Ontario through
this evening.

Outlook...

Tonight...IFR in localized lake enhanced snow southeast of Lakes
Erie and Ontario.

Tuesday and Wednesday...Localized lake effect snow and IFR southeast
of Lake Ontario.

Thursday and Friday...Chance of snow, locally heavier near the
Lakes. IFR or below is possible.

.MARINE...
Elevated easterlies will continue to weaken through the early
morning hours while backing to the north as low pressure pulls
northeast off the New England coast. A Small Craft Advisory remains
in effect for the western half of Lake Ontario through mid morning.

Following a brief lull in the winds first half of today, winds will
freshen on both lakes this afternoon and remain elevated, with small
craft conditions possible through at least mid week on both lakes,
possibly persisting over Lake Ontario for much of the upcoming week.
Of note...most, if not all of the Lake Erie nearshore waters are now
ice covered.
