    of our river points are forecast to approach flood stage
    today into Thursday, with several exceeding flood stage. The
    rain will be heavy at times, with hourly rates reaching or
    exceeding an inch, with the more widespread and heaviest rain
    expected to fall this afternoon and early this evening.
    During the higher rainfall rates, local flash flooding cannot
    be ruled out. Excessive runoff may continue to cause rivers,
    creeks, and streams to rise through the end of the week even
    when the rain has ended.

Area Forecast Discussion

.SYNOPSIS...
A low pressure system will track into the eastern Great Lakes
area later today into Wednesday, however a new low will develop
near the Mid-Atlantic coast and strengthen Wednesday. The new
low will continue to strengthen as it moves away very slowly on
Thursday and Friday. High pressure should then start to build
into our area late Saturday through Monday.

&&

.NEAR TERM /THROUGH TONIGHT/...
1 PM...One round of rain/showers came through overnight into
this morning and really not much of a break for much of the area
as the next round is moving in from the west as it moves into
eastern PA. There's some embedded storms with this as well. This
will bring some showers with embedded storms through the area
over the next several hours with the heaviest focused over
eastern PA into adjacent areas of NJ. Could be heavy at times
bringing the threat of some nuisance type urban, poor drainage
flooding. We have also been watching a very strong convective
complex tracking through West Virginia into Virginia. This
should weaken as it moves eastward but could bring the threat of
some gusty storms to Delmarva, especially our southern Delmarva
counties, by the late afternoon into this evening. Previous
discussion follows below.

As a strengthening upper-level trough continues to take shape
today from the Midwest to the southern Plains, a strengthening
surface low tracks up the Ohio Valley. The strong low then moves
into the eastern Great Lakes tonight. Meanwhile, a surface warm
front remains draped east to west across the Mid-Atlantic then
back to the aforementioned surface low. This front is forecast
to remain south of our entire area through tonight.

Increasing warm air advection aloft today will be sustained tonight.
This results in increased isentropic lift up and over the surface
warm front, and therefore periods of rain today. There is an area of
elevated instability expanding eastward early this morning and the
model forecast soundings do show at least weak elevated instability
trying to arrive into some of our western and southern areas. There
is a cluster of thunderstorms along the central
Pennsylvania/Maryland border, however this looks to be sliding
southeastward. The main impulse in the flow is sliding across
western to central Pennsylvania early this morning and as this
continues eastward through about midday, much of the rain may then
taper off especially farther south. It is across the southern areas
especially (Delmarva into southern New Jersey) where there may be a
lull in the rain later this morning and much of this afternoon. Much
of the CAM guidance suggests this scenario.

Another round of rain should then develop tonight as increasing
ascent with an evolving closed low well to our west starts to
overspread our region. There remains at least some elevated
instability forecast to occur for about the southern half of the
area and especially for areas south of Philadelphia. If enough
instability can be realized the model forecast soundings suggest
given low enough freezing levels that some hail would be possible.
As of now, the severe thunderstorm risk later this afternoon and
this evening continues to look low especially given the stable lower
level airmass north of the warm front with onshore winds. Rainfall
amounts through tonight are forecast to be 0.75-1.50 inches across
the region. This may lead to some urban type flooding at times
especially during some heavier rainfall rates.

The onshore flow is expected to increase today, especially this
afternoon and tonight as the pressure gradient tightens and the flow
also increases some more. As a result, a northeast to east wind will
turn gusty by later today and especially tonight with the strongest
winds closer to the coast.

Given the onshore flow and period of rain it will be cool again
today, although temperatures could end up a little warmer than
currently forecast if there are longer breaks in the rain. Given the
cool air wedge setup though, will continue with cooler temperatures
compared to some of the guidance which suggests it to be warmer.

.SHORT TERM /WEDNESDAY THROUGH THURSDAY NIGHT/...
950 AM Update...Based on latest forecast guidance we've
increased our wind/wind gust forecast some across parts of the
area for Wednesday and have issued a Wind Advisory for Ocean,
Monmouth, and Middlesex Counties in NJ as we generally expect
east winds here increasing to 25 to 35 gusting up to 50 mph for
Wednesday.

Strong warm advection/isentropic lift and elevated instability will
contribute to several rounds of showers, locally heavy, during the
bulk of Wednesday as warm front moves northward aloft. That part is
key...surface warm front, by contrast, looks likely to end up pretty
stuck across the southern Delmarva through Wednesday. It may creep
north slightly, but right now the I-95 corridor and points north
look most likely to stay in the relative cool sector, with highs in
the 40s to lower 50s.
Meanwhile, south of the front, highs surge into the 60s across
southern Delaware and the lower eastern shore of Maryland.

Things get more interesting Wednesday evening as a triple-point low
develops just to our southwest and tracks along the stalled front
into the Delmarva and eventually far southern NJ.
Depending on available instability, this could be a focal point for
severe weather, mainly damaging winds but possibly some tornadoes,
thanks to the enhanced shear along the warm front.
SPC has placed a slight risk of severe weather across our
southernmost zones for Wednesday.

As the system pulls northeastward away from us later Wednesday
night, lingering rain looks likely to change to snow across higher
elevations. Some guidance has suggested it could try to reach
further south, but at this time have maintained continuity given
overall trend in the warmer direction, minimizing snowfall risks.

Breezy, cool conditions envelop the region behind the system for
Thursday and Thursday night. Upper level energy passing overhead
will help increase shower coverage again by afternoon, and with cold
air aloft and chilly surface temps mostly in the 40s to low 50s,
wouldn't be at all surprised if some soft hail/graupel/snow pellets
managed to reach the surface in much of the area. These showers
should dwindle later Thursday night with lows mostly in the 30s.

.LONG TERM /FRIDAY THROUGH MONDAY/...
Upper trough will start to very gradually pull away from the
region Friday with continued breezy, cool conditions, but shower
chances look considerably lower than on Thursday. Highs again
only manage the 40s to lower 50s across the area. Lows at night
remain in the 30s for most.

Upper trough will continue to linger nearby Saturday, resulting
in another day with brisk, chilly conditions, but the chance of
showers by this time looks mainly confined to the higher
terrain. Highs start to edge up slightly with 50s more common
than 40s. Lows again will be in the 30s.

Upper trough finally starts to make more progress out of the
area for Sunday, with more sunshine as high pressure builds
southeastward into the area. Highs manage the mid-upper
50s...lows again in the 30s at night.

Right now Monday looks like the nicest day of the forecast with
highs returning to near 60 and a decent amount of sunshine.
Still a little tricky on timing of the next system as far as
returning cloud cover, but we may have a decent view of the
partial lunar eclipse in our region, even though we don't reach
totality. Clouds look likely to increase Monday night however,
but that should help keep lows in the milder 40s.

.AVIATION /18Z TUESDAY THROUGH SUNDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.

Today...Conditions vary between MVFR and IFR, but most places
that have briefly improved to MVFR will lower back to IFR
through the afternoon. Periods of rain will continue through the
afternoon and a few thunderstorms are also possible. Visibility
restrictions due to the rain and misty conditions will continue.
East winds 10-15 knots with gusts to around 20 knots will
continue through this afternoon. Low confidence.

Tonight...Mostly IFR ceilings (MVFR/IFR visibilities) with
periods of rain. A few thunderstorms possible, especially south
of KPHL. Northeast or east winds 10-20 knots with gusts around
25 knots (strongest winds should be closer to the coast). Low
confidence.

Outlook...

Wednesday...IFR conditions with periods of rain through the
evening, then clearing overnight. Thunderstorms possible mainly
KMIV and KACY, but slight chance extends to KPHL and points
north. East to northeast winds 15-25 knots with gusts 25-35
knots, becoming northwest Wednesday night. Low confidence.

Thursday through Saturday...Generally VFR, with some showers.
Conditions may periodically lower to MVFR, especially when
showers occur. Northwest winds 15-20 knots with gusts up to 30
knots. Low confidence.

.MARINE...
Strengthening northeast or east winds (building seas) today and
tonight with Small Craft Advisory conditions developing this
afternoon for much of the area. Added a Small Craft Advisory for
the upper Delaware Bay for tonight as a period of wind gusts to
about 25 knots should occur. Gale force wind gusts are expected
to develop tonight across the northern New Jersey Atlantic
coastal waters (Gale Warning issued for this area).

Outlook...

Wednesday through Thursday...Gales increasingly likely over our
northern ocean zones Wednesday. A Gale Warning has been issued.
SCA conditions likely on the backside of the system Thursday
and Thursday night.

Friday through Saturday...Advisory conditions likely to persist
into Friday with seas near 5 feet and gusts near 20-25 kts. No
marine headlines anticipated over the weekend. Fair weather.

.HYDROLOGY...
Rainfall this week will amount to 3 inches, locally perhaps up
to 4 inches, across northern areas, with amounts trending
downward to near an inch in the central Delmarva. Fortunately,
this is happening over a couple of days, which helps reduce the
impact, but still, some at least isolated flooding looks likely,
with more widespread flooding possible. Will continue re-
evaluating latest guidance, and we may need a flood watch,
particularly northern areas focused on the sensitive basins
which have flooded recently, such as the Passaic, Raritan and
Rancocas.

.TIDES/COASTAL FLOODING...
The Coastal Flood Advisory was expanded to include much of the
Atlantic coast and Delaware Bay for the high tide late tonight
and early Wednesday morning. A Coastal Flood Advisory remains
in effect for Middlesex, Monmouth, Ocean, and southeastern
Burlington counties as tidal flooding is expected for these
locations early Wednesday morning. This previously issued
advisory was extended in time to include the high tides late
Wednesday through early Thursday morning as well. Spotty minor
tidal flooding is likely for the remaining coastal locations of
New Jersey and the tidal Delaware River with the high tides
tonight through Thursday where there is no advisory in effect.

Onshore flow is expected to occur through much of Wednesday,
with this lasting the longest and being the strongest across the
northern New Jersey coastal areas. This will pile the water
toward the coast with surge values increasing some, and this
becomes maximized for the northern New Jersey coast. We are
between the full/new moon cycles and therefore the astronomical
contribution is lower and this looks to limit the widespread
moderate flooding potential. However, along the the back bays of
New Jersey (i.e. Barnegat Bay) and points north to along
Raritan Bay could see some localized moderate flooding,
especially when combined with freshwater runoff with the high
tides late Wednesday and early Thursday. Confidence remains
relatively low regarding moderate level flooding. Therefore, due
to the combination of all these factors, there is high
confidence in widespread minor flooding occuring in these areas.
Elsewhere, another round of widespread minor coastal flooding is
possible with the late Wednesday night and early Thursday
morning high tide.

No widespread minor flooding is anticipated for the tidal
Delaware River and for the Maryland Eastern Shore at this time.
However, depending on freshwater contribution due to rainfall,
the tidal Delaware River could see some more widespread minor
tidal flooding with the Thursday morning high tide. We continue
to monitor this potential.
