.SYNOPSIS...
A low pressure system will track into the eastern Great Lakes
into Wednesday, however a new low will develop near the Mid-
Atlantic coast and strengthen Wednesday. The new low will
continue to strengthen as it moves away very slowly on Thursday
and Friday. High pressure should then start to build into our
area late Saturday through Monday.

.NEAR TERM /UNTIL 6 AM WEDNESDAY MORNING/...
A large, complex, and potent weather system continues to evolve
across the central and eastern CONUS this afternoon. In the
upper levels, there is a digging upper level trough over the
upper midwest that will eventually evolve into a closed low
tonight. Meanwhile at the surface, low pressure was centered
near northern Illinois with a warm front extending east from
this feature into West Virginia and Virginia. Along and north of
this boundary we've already been having multiple impulses of
rain/showers moving through our area with the latest one moving
through as of the mid afternoon. Upwards of an inch to an inch
and a half of rain has fallen over the past 12 hours over
portions of eastern PA into NJ and we are already seeing rises
on creeks and streams.

As we head into this evening there looks to be another lull for a
time, at least in terms of heavier steadier rain. But then we should
start to see more persistent showers moving back in by later
tonight as increasing ascent with the evolving closed low well
to our west starts to overspread our region. This will also help
bring more elevated instability back into the area. As of now,
the severe thunderstorm risk through tonight continues to look
low, especially given the stable lower level airmass north of
the warm front with onshore winds. Additional rain amounts
through tonight are forecast to generally be another .50 to .75
inches across the region. Given the rain that's already fallen
this may lead to some urban type flooding at times especially
during some heavier rainfall rates.

Onshore winds will remain blustery through most of the near
term...possibly diminishing a bit this evening but then ramping up
again towards morning to 15 to 25 gusting 25 to 35 mph.

.SHORT TERM /6 AM WEDNESDAY MORNING THROUGH FRIDAY/...
As we head into Wednesday, the primary low will be occluding and
weakening over the midwest under the closed upper low with a
secondary low forming near Virginia and then tracking east/northeast
towards Delmarva by late day.

Strong warm advection/isentropic lift and elevated instability will
contribute to several rounds of showers, heavy at times, during the
bulk of Wednesday as warm front moves northward aloft. That part is
key...surface warm front, by contrast, looks likely to end up pretty
stuck across the southern Delmarva through Wednesday. It may creep
north slightly, but right now the I-95 corridor and points north
still look most likely to stay in the relative cool sector, with
highs in the 40s to lower 50s. Meanwhile, south of the front, highs
surge into the 60s across southern Delaware and the lower eastern
shore of Maryland. And this is what could make things more
interesting in terms of severe potential as we get into the
afternoon and early evening period as the triple-point low develops
just to our southwest and tracks along the stalled front into the
Delmarva and eventually far southern NJ.Depending on available
instability, this could be a focal point for severe weather thanks
to the enhanced shear along the warm front. SPC has placed a slight
risk of severe weather across our extreme southernmost zones for
Wednesday with the MARGINAL risk for severe weather extending a bit
farther north through the remainder of Delmarva and then extending
east through southern most NJ. Given the very strong shear, forcing,
and "thick" CAPE values near 700 mb the set up could result in
elevated supercells. Large hail and damaging winds look to be the
biggest threats but we can't rule out one or two tornadoes over
southern Delmarva where there will be more in the way of surface
instability. The threat for urban and small stream flooding and even
localized flash flooding will be increasing Wednesday afternoon into
the evening as well. Finally, the other story for Wednesday will be
the strong, gradient onshore winds. We are expecting winds of 35 to
45 gusting 55 to 65 over portions of Monmouth County along the coast
and the Raritan Bay. This will likely cause power outages and downed
trees and drive a surge of water onshore as well (See coastal
flooding section below). Neighboring zones (Middlesex and Ocean
Counties) should see winds gusting up to 50 mph and we have
advisories in effect here. Elsewhere across the region expect winds
gusting up to 45 mph so there may need to be future expansion of the
Advisory as this is pretty close.

As the system pulls northeastward away from us later Wednesday
night, lingering rain looks likely to change to snow across the
southern Poconos into NW NJ. There could also be some sleet and
freezing rain in this transition. Accumulation should be limited,
however, and be confined mainly to the higher elevation areas such
as the Pocono Plateau.

Breezy, cool conditions envelop the region behind the system for
Thursday and Thursday night. Upper level energy passing overhead
will help increase shower coverage again by afternoon, and with cold
air aloft and chilly surface temps mostly in the 40s to low 50s,
wouldn't be at all surprised if some soft hail/graupel/snow pellets
managed to reach the surface in much of the area. These showers
should dwindle later Thursday night with lows mostly in the 30s.

Upper trough will start to very gradually pull away from the region
Friday with continued breezy, cool conditions, but shower chances
look lower than on Thursday. Highs again only manage the 40s to
lower 50s across the area. Lows at night remain in the 30s for
most.

.LONG TERM /FRIDAY NIGHT THROUGH TUESDAY/...
After plenty of weather action during this week, the weekend
and into early next week look fairly benign overall. The
lingering effects of the upper low across New England will keep
some clouds and widely scattered showers over the area (mostly
N/W) for Saturday. In addition, the chilly spring-like air will
remain, so temperatures will continue below normal. Highs on
Saturday will be in the 50s for most areas, but some 40s for the
NW counties.

Milder temperatures will be here Sunday and they will carry into
next week. Highs will reach the upper 50s to low 60s Sunday and the
go into the low/mid 60s for Mon/Tue. Readings will be cooler close
to the shore, which is usual for this time of year. Dry weather is
expected Sun/Mon with possibly some scattered showers Mon night or
Tue as a weak low moves by to the north/west. Not certain about the
cloud cover forecast for the eclipse yet. The upcoming weak system
may create clouds by afternoon, but until the timing gets closer,
we'll have to see about the existence/placement of the minor
feature first. Our present fcst has 20%-30% sky cover for 19Z Mon.

.AVIATION /21Z TUESDAY THROUGH SUNDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.

Rest of Today...Conditions vary between MVFR for the northern
TAF sites, to IFR everywhere else. All sites will lower back to
IFR through the afternoon. Periods of rain will continue
through the afternoon and a few thunderstorms are also possible.
Visibility restrictions due to the rain and misty conditions
will continue. East winds 10-15 knots with gusts to around 20
knots will continue through this afternoon. Low confidence.

Tonight...IFR conditions will persist through this evening and
overnight with periods of rain. There will be a couple of
chances for thunderstorms; the first between 06z-08z, then the
second will be more toward or after daybreak. Chances are small
enough and confidence is low enough that they were not included
in the TAFs at this time. Winds will remain out of the east to
northeast 10-15 knots with gusts increasing to 20-30 knots. Low
confidence.

Wednesday...IFR conditions will persist through the day with
periods of rain continuing. There will be a couple of chances of
thunderstorms, but their chances are small enough and confidence
is low enough that they were not included in the TAFs. The first
chance would be between 12z-15z, and the second would be
17z-21z. East to northeast winds 15-20 knots with gusts 20-30
knots will continue. Low confidence.

Wednesday night...IFR conditions with showers in the evening,
before possible improving conditions overnight. Northeast winds
15-20 knots with gusts 20-30 knots, shifting to west 15-20 knots
with gusts 20-30 knots overnight. Low confidence.

Outlook...

Thursday through Saturday...Generally VFR, with some showers.
Conditions may periodically lower to MVFR, especially when
showers occur. Northwest winds 15-20 knots with gusts up to 30
knots. Low confidence.

Sunday...Generally VFR. Northwest winds 5-10 knots, with gusts
around 15 knots.

.MARINE...
Strengthening northeast or east winds (building seas) through
tonight with Gale conditions over our northern ocean zones by
late tonight into Wednesday and storm force winds now expected
near Sandy Hook by Wednesday afternoon into the evening.

Outlook...

Wednesday night - Thursday...Gales / Storm force winds
diminishing by later Wednesday night but SCA conditions
continuing Thursday.

Friday through Saturday...Advisory conditions likely to persist
into Friday with seas near 5 feet and gusts near 20-25 kts. No
marine headlines anticipated over the weekend. Fair weather.

.HYDROLOGY...
A Flood Watch is in effect for northern Delaware, all of our
Pennsylvania zones, and for our urban/I95 corridor New Jersey zones
from 6 am Wednesday to 6 pm Thursday.

Additional rainfall amounts of 1.0 to 3.0 inches are expected within
the Flood Watch. The latest hydrologic simulations have about two
dozen of our river forecast points approaching flood stage, with
several points exceeding flood stage.

The heaviest rain with the highest rates is expected Wednesday
afternoon and evening. Flash flooding cannot be ruled out.

If you live in an area that is conducive to flooding, this is the
time to prepare.

We attach words like MINOR and MODERATE to river flooding. What do
these words mean?

MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).

MODERATE FLOODING: Some inundation of and roads near streams/rivers
are expected. Evacuations of people and/or the transfer of property
to higher elevations can be anticipated.

MAJOR FLOODING: Extensive inundation of structures and roads.
Evacuations of people are on a larger scale. The transfer of
property to higher elevations is needed.

.TIDES/COASTAL FLOODING...
The Coastal Flood Advisory remains in effect for much of the
Atlantic coast and Delaware Bay for the high tide late tonight
and early Wednesday morning, now including Cumberland County.
The Coastal Flood Advisory was upgraded to a Coastal Flood
Warning for Middlesex, Monmouth, Ocean, and southeastern
Burlington counties as confidence has increased that moderate
coastal flooding will occur in these areas with the Wednesday
afternoon through Thursday morning high tides. Some road
closures, beach erosion, and breaching of sand dunes can be
expected in these areas. Spotty minor tidal flooding is likely
for the remaining coastal locations of the tidal Delaware River
with the high tides tonight through Thursday where there is no
advisory in effect.

Strong onshore flow is expected to occur through much of Wednesday,
with this lasting the longest and being the strongest across the
northern New Jersey coastal areas. This will pile the water toward
the coast with surge values increasing to around 2 to 5 feet, and
this becomes maximized for the northern New Jersey coast. We are
between the full/new moon cycles and therefore the astronomical
contribution is lower and the peak surge occurring near low tide on
the Atlantic coast should limit the potential for major flooding.
Elsewhere, another round of widespread minor coastal flooding is
forecast with the late Wednesday night and early Thursday morning
high tide.

No widespread minor flooding is anticipated for the Maryland Eastern
Shore at this time. Depending on freshwater contribution due to
rainfall, the tidal Delaware River could see some more widespread
minor tidal flooding with the Thursday morning high tide. We
continue to monitor this potential.
