.SYNOPSIS...
A broad area of low pressure approaching from the west and
southwest will influence our weather this afternoon into tonight
bringing the potential for heavy rain/flash flooding and severe
weather to the region. An associated weak cold front will cross
our region early on Monday. The low is anticipated to drift
away to our east on Monday and Monday night with high pressure
following for the mid week period. Another front may approach
from the west late in the week.

.NEAR TERM /THROUGH TONIGHT/...
All of our counties, except Monmouth and Ocean in New Jersey,
are under a Severe Thunderstorm Watch into this evening.
Showers and thunderstorms developed quickly late this morning
along and to the northwest of the fall line in northern
Delaware, southeastern Pennsylvania and northern New Jersey.
Additional convective activity was approaching our region from
the west and southwest.
A sharp short wave will lift northeast, it will result in
surface cyclogensis on the remnant stalled front over eastern
PA. This will be the focus for storm development this afternoon.
Timing: The prime time period for storms today looks to be from
mid day through late evening (and may continue well after
midnight for portions of northern NJ). This is due to two
factors, first, due to the abundant moisture and cloud cover,
the low levels will be slower to warm, so it will take longer to
reach the convective temp. That being said, there remains
some disagreement in the timing between the convective allowing
models.
Heavy Rain/Flash flooding: There are a lot of factors
increasing our concern with the heavy rain threat. For much of
the region, models depict precipitable water values around 2
inches which is above the 90th percentile for this time of year.
Additionally, the warm cloud layer should be between 10K and
14K ft through much of this period (meaning storms will be far
more efficient with heavy rain rates). While storm motions will
be slightly faster than what we've seen the last few days
(generally 10 to 20 mph), but depending on how quickly the low
lifts northeast, there is the potential for training storms as
the mean cloud layer flow is expected to be parallel to the
front for much of the period. Given the increasing concern for
flash flood, the flood watch includes all of our counties.
Severe Hazards: Bulk shear values are forecast to be 20 to 25
kt despite relatively weak flow in the low levels. As mentioned
by the previous shift, CAPE values around 1000 J/kg are
possible, despite lower lapse rates. Model soundings depict a
mostly skinny CAPE profile for much of the day. With all of this
taken into account, the primary severe hazard for this
afternoon is damaging winds with a potential for moisture loaded
downbursts and robust cold pools. The skinny CAPE profile and
high melting layer decrease the risk for large hail. While the
shear values are higher than we've seen lately, and there could
be localized low level directional shear in the vicinity of any
cold pools or the front itself, the relatively weak low level
flow limits the tornado risk.
The surface low is expected to be northeast of our region into
southern NY by late this evening. With this, we should see the
coverage of showers and storms decrease, especially for
Delmarva, South Jersey, and SE PA. Portions of north Jersey
(where the surface low will still be relatively close to) could
see lingering showers and storms (though rainfall intensity
should diminish) for much of the night. It will be humid with
lows ranging from the mid 60s to near 70 degrees. Low clouds may
linger across most of the region, which cloud limit the fog
potential. However, even with low stratus, fog may still be
possible, especially with any areas there there remains standing
water.

.SHORT TERM /MONDAY THROUGH TUESDAY/...
Few changes to the short term forecast. A robust mid level low
is forecast to meander over northern Ontario and vicinity on
Monday and Tuesday with a trough deepening over the Great Lakes.
A couple of short waves on the periphery of the cyclonic flow
are expected to affect the Middle Atlantic states and the
Northeast from Monday into Tuesday. The models are having some
difficulty in resolving the short wave energy. However, trends
continue to indicate that it will be nudged off the coast and
out to sea on Tuesday.
We are anticipating lingering clouds and a chance of showers
and thunderstorms on Monday. However, a developing west to
northwest flow should help to begin reducing the humidity a bit.
Monday's highs are expected to favor the lower and middle 80s
due to the cloud cover and scattered precipitation. The lowering
trend in humidity should continue into Monday night and
Tuesday. With decreasing cloud cover as well, radiational
cooling should be more efficient and lows on Monday night are
forecast to be mostly in the 60s as a result.
For Tuesday, it still appears as though the day will be
precipitation-free as the surface low moves farther out to sea
and as high pressure begins to build into our region from the
west. Tuesday's maximum temperatures are expected to be warmer
than Monday's as skies continue to clear. Current forecast highs
should be in the middle and upper 80s with dew point readings
dropping into the 60s.

.LONG TERM /TUESDAY NIGHT THROUGH SATURDAY/...
The long term forecast remains largely unchanged as well. The
mid level low is expected to remain over northern Ontario,
northeastern Manitoba and adjacent Hudson Bay from Tuesday night
through Saturday. We should remain on the edge of its influence
through the period.
Surface high pressure is forecast to extend along the central
and southern Appalachians on Tuesday night. The high is
anticipated to slide off the coast on Wednesday, but not before
bringing us a mostly sunny and hot day. Current forecast high
temperatures for Wednesday are in the upper 80s to low 90s for
most everywhere outside of the Southern Poconos where low 80s
are currently forecast.
Humidity should be on the increase again late in the week in
the southerly flow on the back side of the high. Some short wave
energy traveling in the mid level flow along with increasing
instability combined with the aforementioned moisture return
would provide the ingredients for some mainly afternoon and
evening showers and thunderstorms on Thursday, Friday and
Saturday. A developing surface low and front may provide a
trigger for these showers and storms to occur though much
uncertainty remains in the timing and strength of the developing
low.
Temperatures will likely remain seasonable for the period from
Thursday through Saturday.

.AVIATION /18Z SUNDAY THROUGH FRIDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.
This afternoon...MVFR/IFR conditions redevelop as a line of
slow moving heavy showers and thunderstorms pushes through the
area between about 18-02z. Times of very heavy afternoon rain
will significantly reduce the local visibilities at times. Low
confidence on the timing of restrictions in thunderstorms from
18z and later.
Tonight...The bulk of the showers and storms should clear the
TAF sites by 03Z, except at KTTN and KABE where it could linger
through 06Z. However, even once showers and storms clear, low
ceilings may linger through much, if not all of the rest of the
night. Variable winds around 5 knots becoming northwest. Low
confidence.
Outlook...
Monday...Mainly VFR. Scattered showers and thunderstorms could
briefly lower conditions to MVFR or IFR. Northwest wind 5 to 10
knots. Medium confidence.
Tuesday...Mainly VFR. Some early morning visibility
restrictions due to fog are possible. Northwest to west wind
around 10 knots. Medium to high confidence.
Wednesday...Mainly VFR. Some early morning visibility
restrictions due to fog are possible. Southwest to south wind
around 10 knots. Medium to high confidence.
Thursday...Mainly VFR. Some early morning ceiling and
visibility restrictions due to stratus and/or fog are possible.

However, there is a potential for gusty and erratic winds in the
vicinity of any showers and thunderstorms expected late today

Outlook...
Monday through Wednesday...No marine headlines are anticipated.
Winds are generally expected to be around 5 to 10 knots on
Monday and Tuesday then increasing slightly to around 10 knots
on Wednesday. Seas around 2 to 3 feet are expected.
Thursday...Marine headlines unlikely. Southerly winds are
likely to increase to around 10 to 15 knots with gusts to around
20 knots possible. Seas are likely to increase as well, to
around 3 to 5 feet.
Rip currents...
Through Monday, there is a LOW risk for the development of
dangerous rip currents for the New Jersey and Delaware beaches.
A southeasterly wind to around 10 mph this afternoon, however
waves in the surf zone will remain on the lower side (around 2
feet). Similar surf conditions on Monday, however winds will be
west to northwest 5-10 mph although a sea breeze may develop. A
medium period (7 to 10 second) southeasterly swell is expected
to continue through this time.

.HYDROLOGY...
As mentioned in the near term section, there is a significant
threat for heavy rain this afternoon and evening. Forecast rain
amounts range from 0.75 to 2.25 inches across the region, but
locally higher amounts are likely (though the location of these
higher amounts is very uncertain). At this point, E Central PA
and northern NJ are the favored areas for higher rainfall
amounts - especially northern NJ where the showers and storms
have the potential to linger the longest. The initial concern
will be flash flooding, especially in areas of poor drainage,
including urban areas. Additionally, flooding is possible on
smaller creeks and streams.
Depending on where the band of highest rain amounts develops,
there is some potential for main stem river flooding with this
event. However, as mentioned there is considerable uncertainty
with where the heaviest rain amounts will be and thus the
ultimate impacts for the main stem rivers.

...A strong thunderstorm will impact portions of south central Berks
County through 345 PM EDT...
At 320 PM EDT, Doppler radar was tracking a strong thunderstorm near
Wyomissing, or near Reading, moving north at 15 mph.
HAZARD...Wind gusts up to 40 mph and pea size hail.
SOURCE...Radar indicated.
IMPACT...Gusty winds could knock down tree limbs and blow around
unsecured objects. Minor damage to outdoor objects is
possible.
Locations impacted include...
Reading, Wyomissing, Shillington, Mohnton, Kenhorst, St. Lawrence,
West Lawn, Lorane, West Wyomissing, Reiffton, Flying Hills and
Wyomissing Hills.
This includes Interstate 176 in Pennsylvania between mile markers 4
and 11.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
If outdoors, consider seeking shelter inside a building.
Torrential rainfall is also occurring with this storm and may lead to
localized flooding. Do not drive your vehicle through flooded
