.SYNOPSIS...
Strengthening area of low pressure will move across our area
later this morning and lift north and east into south-eastern
Canada by this evening. An upper trough with a surface cold
front will pass through the region on Tuesday. High pressure
then builds east through the end of the work week. Another weak
cold front may approach for Saturday.

&&

.NEAR TERM /THROUGH TONIGHT/...
Widespread heavy rainfall, gusty winds and flooding is ongoing
across the forecast area this morning as a deepening area of low
pressure tracks along the Mid-Atlantic Coast. The latest surface
analysis and observations, place the center of the primary low (~985
mb) over the Pamlico Sound of North Carolina, which will continue to
track north-northeastward through the morning hours. Meanwhile, a
secondary area of low pressure has started to develop over the
Eastern Shore of Maryland along a coastal front which is aligned
from north to south from Mt. Pocono to Reading and into the
Delmarva. To the east of this low/boundary is where the heaviest
rainfall and gustiest of winds has occurred so far with rainfall
totals ranging from 1.5-3.5 inches and wind gusts up to 40-50
mph. On the western side, heavy rainfall has occurred as well,
but the winds are much lighter.

Radar reflectivity indicates that our area is in the brunt of the
storm early this morning. Heavy rainfall will continue over the next
3-5 hours or so before the secondary surface low lifts overhead and
eventually to the north and east of our area later this morning.
This will give way to just some lingering showers and periods of
light rain on the backside of the low, which will taper off by early
afternoon before cold air advection takes place. Until then,
southeast flow over the Coastal Plain will remain enhanced as the
low level jet sits overhead. Wind gusts up to 40-50 mph will
continue especially for coastal areas where the Wind Advisory is in
place through 7 AM this morning, with gusts up to 40 mph expected
inland. As the low passes by, winds may briefly subside for about an
hour due to the elongated nature of the low. Nonetheless, this will
be short-lived as winds will abruptly pick back up again on the
backside of the low with west-northwest winds up to 35-45 mph
expected this afternoon. For now, have held off on any wind
advisories across our area for this afternoon.

In terms of storm total rainfall, we are looking at a
widespread swath of 2.5-4.5 inches of rain with locally higher
amounts likely across portions of Delaware, Maryland and
southern New Jersey where the axis of rainfall is maximized.
The Flood Watch remains in effect through this afternoon as
many of the smaller rivers and streams will reach their flood
stages later today.

Just as one system passes by, another one will be quickly on its
heels. An upper level trough will swing towards our area late
tonight into early Tuesday. Most of the area will remain dry, but in
the higher elevations of the Poconos, Lehigh Valley and Northern NJ,
there looks to be enough moisture to where some precipitation may
reach the ground. This precip would be in the form of snow as cold
air advection will be well underway with temperatures falling below
freezing. In short, snowfall amounts will be rather light, but will
range from a trace to a half-inch mainly across Carbon and Monroe
counties. Any snowfall should end by Tuesday morning.

&&

.SHORT TERM /TUESDAY THROUGH WEDNESDAY/...
While the Tuesday and Wednesday period won't have nearly as
many weather hazards as what we are about to see over the next
day, there are still a few things to be aware of, including the
potential for some very light snow, primarily in the higher
terrain.

On the heels of the coastal low, another mid and upper level
trough will approach our region, this time from the NW. A low is
expected to close off in the base of this trough by Monday
night or Tuesday, and may start to become negatively tilted, but
looks like it remains relatively progressive over our region,
with any impacts being primarily confined to Monday night and
Tuesday.

As for the impacts, the main one will be very light
precipitation. Because this is digging in from the NW, arriving
just behind the start of dry air advection, expect this to be
quite moisture starved. So any precipitation that we see Monday
night and Tuesday will be very light. None the less, it will be
cold enough across much of the region that there could be a few
snow flakes mixed in with rain drops especially Monday night
into early Tue morning. However, a combination of warm ground
and limited moisture means that only the southern Poconos has a
decent chance (50%) of seeing any accumulating snow, and even
there amounts are expected to be less than one inch.

Additionally, Tuesday should be breezy. The tightest low/mid
level height gradient and tightest surface pressure gradient
never quite line up perfectly, so max wind gusts are likely to
be in the 25 to 30 mph range (possibly as high as 35 mph on
ridge lines).

Once this trough slides east of our region Tuesday night into
Wednesday, it should kick off a return to dry conditions and
seasonable temperatures.

.LONG TERM /WEDNESDAY NIGHT THROUGH SUNDAY/...
The trend of dry and seasonable is expected to continue
Thursday and Friday as a broad surface high pressure system will
gradually build eastward towards our region.

In the upper levels, a broad ridge becomes entrenched over the
eastern U.S.. Several models depict a short wave trough sliding
eastward to the south of the ridge, which could result in
precipitation by next weekend, but once again, moisture will be
limited. Additionally, depending on how robust the ridge is, the
short wave trough may weaken as it tries to undercut it. All
that being said, stayed with the previous forecast in keeping
slight chance pops on Saturday.

.AVIATION /12Z MONDAY THROUGH FRIDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Today...Heavy rainfall will continue through about 12Z. MVFR to
IFR ceilings/visibilities with some potential of LIFR
especially in pockets of heaviest of rainfall this morning. E-SE
winds in the 10- 20 kt range, with higher winds at KMIV/KACY.
Low-level wind shear persists through 12Z, before tapering off
near day break. Conditions start to improve later this morning
and into the afternoon. Ceilings/visibilities improve to MVFR
and VFR as the system pulls away. This will likely occur during
the afternoon. W-NW winds develop on the backside of the low up
between 15-25 kt with gusts up to 30-35 kt possible. Moderate
confidence.

Tonight...VFR expected at all terminals. Winds diminish to SW-W
around 10-15 kt. Isolated chance of a snow shower at KABE, otherwise
remaining dry at all terminals. Moderate confidence.

Outlook...
Tuesday...VFR expected. SW winds 10 to 15 KT becoming
northwesterly 10 to 20 mph with gusts up to 30 mph. Moderate
confidence.

Wednesday through Friday...VFR. NW winds 5 to 15 kt. High
confidence.

.MARINE...
A Gale Warning remains in effect through 6 PM today. SE winds around
30-35 kt sustained with gusts up to 40-45 kt will continue through
early this morning. As the low passes by later this morning, winds
will switch around to the W-NW and be sustained around 25-30 kt with
gusts up to 30-40 kt through this afternoon. Seas ranging from 14-18
feet with localized seas up to 20 feet possible through today.

For tonight, Small Craft Advisory conditions will continue as winds
diminish and gradually become SW-W around 15-20 kt with gusts up to
25 kt. Seas likewise will gradually lower as well between 10-14
feet.

Outlook...

Tuesday...SCA conditions are expected on all waters both due to
NW winds gusting up to 30 kt, and elevated seas primarily on
the Atlantic coastal waters.

Tuesday night through Friday...Once winds diminish, no
additional SCA conditions are likely on the Delaware Bay. On the
Atlantic coastal waters elevated seas may linger for most, if
not all of this period.

.HYDROLOGY...
Flood Watch remains in effect for our entire area for tonight
and Monday. Heaviest rain continue through early this morning.

Rainfall totals of 2.5 to 4.5 inches are forecast across the
region with the highest amounts along and north/west of the I-95
corridor. Some locally higher amounts are probable. Rainfall
amounts were increased a bit more overall. Given that this new
rainfall will be onto saturated ground, there is a high flooding
risk and this will be enhanced especially if much of the
heavier rain falls in a shorter period of time. The highest
hourly rainfall rates are expected to occur over the next 3 to 5
hours before tapering off later this morning. We will need to
watch especially the quicker responding creeks and streams, and
some creeks/rivers in eastern Pennsylvania and northern New
Jersey are forecast to get into minor flooding. In addition,
higher rainfall rates could increase the flooding risk in urban
areas.

.TIDES/COASTAL FLOODING...
A Coastal Flood Warning has been issued for the tidal portion of
the Delaware River for this mornings high tide. The water level
at Philadelphia has already risen into moderate and this should
continue up river to the Burlington tide gauge. Excessive
runoff combined with the earlier strong surge is enhancing the
flooding at high tide.

Cancelled the Coastal Flood Warning for the central and upper
part of the Delaware Bay counties as high tide has passed and
water levels are lowering.

The onshore surge will last the longest across the central to
especially northern portions of the New Jersey coast. Widespread
minor tidal flooding is expected, although this may subside
more by later today as the winds turn offshore and strengthen.
Water will likely be trapped for a while in Barnegat Bay (Ocean
County) as the flow turns offshore and the water, including
runoff, sloshes around. Due to a combination of freshwater
runoff from the heavy rain, the surge being slower to drain out
of Barnegat Bay, and westerly winds pushing the water toward the
bay side of the barrier island, there could be locally MODERATE
flooding for the late morning and early afternoon high tide.

Farther south for the Atlantic coast of Sussex County, Delaware,
mostly back bay flooding should continue for a while today and
therefore maintained the Coastal Flood Advisory for now.
