* WHAT...Flooding caused by excessive rainfall continues.

* WHERE...A portion of northern New Jersey...including the following 
  county...Warren.

* WHEN...Until 430 AM EDT Monday.

* IMPACTS...Streams continue to rise due to excess runoff from 
  earlier rainfall.

* ADDITIONAL DETAILS...
  - At 944 PM EDT, excessive runoff from rainfall Sunday morning
    is resulting in rising streams. Flooding is already occurring
    in the warned area. Between 2 and 3 inches of rain have
    fallen.
  - For Beaver Brook at Belvidere:
    At 9:30pm the stage was 4.94 feet.
    Flood Stage is 4.5 feet.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around...don't drown when encountering flooded roads. Most 
flood deaths occur in vehicles. Be especially cautious at night when 
it is harder to recognize the dangers of flooding.

.SYNOPSIS...
A weak cold front will pass across our area this evening. A sequence
of weak shortwaves will track through our region due to low pressure
system over Northern Canada causing chances of showers and
thunderstorms mid-week. A stronger cold front looks to pass through
on Friday before some drying is expected into next weekend.

&&

.NEAR TERM /THROUGH MONDAY/...
The near term forecast generally remains on track. The heaviest
showers and thunderstorms have begun to push offshore with additional
scattered showers and thunderstorms still developing back to
the west across eastern PA and MD as a cold front approaches.
These have been more scattered in nature so far with perhaps
less potential for training compared to what have been seeing
so far today, but given eastern PA into northwest NJ has been
particularly hard hit the last few days with very saturated soil
conditions, it will not take much more rain to cause flooding
issues. No changes have been made to the Flood Watch at this
time. Activity will likely diminish with the loss of daytime
heating and a cold front pushing through early this evening,
with possible just isolated showers and thunderstorms after 6 PM
dissipating completely after 9 PM or so.

Aside from the flooding threat, isolated severe thunderstorms
will still be possible through this afternoon. CAPE and DCAPE
look more minimal compared to the last couple of days and with
the precipitation coverage remaining a bit higher this morning,
much of the atmosphere over our area is quite worked over.
However, there still remains enough just enough shear so that
if any storms are able to become more discrete, some stronger
updrafts may develop. The main threat will be locally
gusty winds though tornado potential also remains non-zero.
However, as the greatest shear has already passed with the
stronger shortwave moving off to the northeast, the threat for
severe weather looks to be on the downswing and will continue to
trend downward through the remainder of the afternoon.

The remainder of today will be a very humid, muggy day
otherwise, with dewpoints into the mid-70s, even upper-70s in
some spots. With mostly overcast skies and plenty of rain
"cooled" air, temperatures have remained right around 80. Temps
may rise slightly this afternoon with any clearing before
beginning to decrease later on this evening after sunset.
Tonight into Monday we will see a 'break' in the humidity, with
dewpoints dropping back into the 60s, but the increased mixing
and still warm airmass with westerly flow will actually support
temperatures rising into the low 90s Monday afternoon. It will
be a dry day with a fair amount of sunshine. Some areas of fog
may develop tonight though, and that may last into early morning
Monday.

.SHORT TERM /MONDAY NIGHT THROUGH TUESDAY/...
The next series of shortwave troughs associated with the mid and
upper level low over the Hudson Bay will approach our region Monday
night into Tuesday. Some weak mid level energy will track along the
Appalachian Chain with the strongest forcing off to our west. Does
appear that some activity may make its way into the Poconos so have
introduced a slight chance of showers and thunderstorms here.
Elsewhere, should remain mostly dry with another humid night with
lows in the mid 60s to mid 70s.

Tuesday will feature some stronger mid-upper level forcing nearby,
in addition to a shortwave moving through late, so do expect
scattered convection to develop. PWATs will range between 1.75-2.00
inches with steady south/southwesterly flow and dewpoints expected
to reach into the 70s yet again. Unfortunately, this means that any
training showers/thunderstorms will be susceptible to flash
flooding. The Weather Prediction Center currently has most of our
area in a Marginal Risk for Excessive Rainfall on Tuesday, with some
portions of northern NJ is a Slight Risk.

At the surface, a weak cold front will swing through the region
Tuesday night, but dew points will not fall all that much as the
front will be losing steam as it reaches our region. We do however,
look to dry out some late Tuesday night as a wedge of high pressure
noses in.

.LONG TERM /TUESDAY NIGHT THROUGH SUNDAY/...
In short, the long term portion of the forecast remains generally
unsettled. The driest day appears to be Wednesday as we are caught
in between disturbances. Some mid-level energy looks to skirt across
the southern Delmarva late Wednesday into Wednesday night, so
mentioned a chance of showers/storms possible across the Eastern
Shore of MD and DE possibly squeaking into SE PA and S NJ.
Otherwise, the northern portion of the area, should encounter a
pleasant day.

Thursday and Friday, unfortunately look to remain persistent to the
pattern we have seen over the past few weeks. For this reason, have
generally followed guidance from the NBM, although have capped
precipitation chances between 30-50% each afternoon. Several
shortwaves are expected to dig south late week before a stronger
surface cold front sweeps through late on Friday. This should allow
precipitation chances to lower into the weekend, but with upper
trough parked over Canada, have keep the mention of at least some
isolated shower chances to start next weekend.

In terms of temperatures, generally are looking at temperatures to
be right around normal for mid to late week, before running a few
degrees below average following frontal passage.

.AVIATION /21Z SUNDAY THROUGH FRIDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas...

Today...Numerous showers and thunderstorms across the eastern
half our region, with periods of heavy rain and IFR to even
briefly LIFR VSBY possible particularly near the coast. Scattered
thunderstorms will still be possible back to the west until
activity diminishes and shifts offshore this evening. Ceilings
have begun to improve to VFR, particularly away from the shower
and thunderstorm activity, but widespread and sustained
improvement to VFR should not be expected until this evening.
Low confidence in the details of timing thunderstorms and
IFR/LIFR conditions.

Tonight...Showers and thunderstorms dissipating or shifting
offshore around 22-02Z, with VFR conditions likely at least
initially. However, areas of fog may develop, especially outside
of the urban corridor, but would not rule out some there as well
particularly toward 12Z. Very light westerly winds. Low
confidence in fog formation.

Monday...VFR. W to SW winds 4 to 8 kt. Some haze decreasing
visibility slightly is possible. High confidence.

Outlook...

Monday night...VFR expected at all terminals, with sub-VFR possible
at KRDG/KABE with isolated showers/storms late. S winds of
5kts/less. Moderate confidence.

Tuesday...VFR in the morning, with sub-VFR conditions possible in
the afternoon with showers and thunderstorms developing. S-SW winds
of 5-10kts during the day, becoming 5kts/less at night. Moderate
confidence.

Wednesday...VFR expected. A few evening showers and thunderstorms
possible especially south. S-SW winds of 5-10kts, becoming NE-E
winds around 5kts late Wednesday night. Moderate confidence.

Thursday and Friday...VFR expected. A few afternoon/evening showers
and thunderstorms possible may cause sub-VFR ceilings. SE-S winds of
5-10kts. Moderate confidence.

.MARINE...
While winds and waves will remain below Small Craft Advisory
levels through Monday, scattered thunderstorms will have
localized higher seas and winds through the early evening
hours. Heed any Special Marine Warnings that are issued. Winds
will ease and turn westerly behind a cold front tonight. Seas
mostly 3 to 4 ft for the ocean and around 2 to 3 ft for Delaware
Bay.

On Monday, light NW winds early will become S around 10 kt or so
in the afternoon. Seas remaining around 3 to 4 ft.

Outlook...

Tuesday and Wednesday...No marine headlines expected. S-SW winds
around 10-15kts with seas of 3-4 feet.

Thursday and Friday...No marine headlines expected. SE-S winds
around 10-15kts with seas of 2-3 feet.

Rip Currents...

A southerly wind 10 to 15 MPH is anticipated for Sunday with
breaking waves around 2 to 3 feet and a medium period east to
southeast swell. The expected conditions will likely result in a
MODERATE risk of dangerous rip currents along the coasts of
Delaware and New Jersey at that time.

A northwest to west wind 5 to 10 MPH on Monday morning is
forecast to become southerly in the afternoon. Breaking waves
should be 2 to 3 feet with a medium period east to southeast
swell. However, the guidance also indicates the arrival of an
underlying long period swell from the east and southeast which
could enhance the rip current risk. As a result, we will again
carry a MODERATE risk for Monday.

.HYDROLOGY...
A Flood Watch is in effect for our entire region. A widespread
1 to 2 inches of rain is expected for most of the region, with
some locations in northern NJ and eastern PA expected to see 2
to 2.5 inches of rain. Locally higher amounts between 3 to 5
inches are possible. Taking into account antecedent conditions,
it will not take much for flash flooding to occur, especially in
northern NJ and eastern PA. There remains potential for main-
steam river flooding to occur due to excessive runoff,
particularly later today and tonight. Some rivers, primarily in
northern NJ, are already running high.

At 242 PM EDT, Doppler radar was tracking a strong thunderstorm near
North Cape May, or 9 miles northwest of Cape May, moving east at 25
mph.

HAZARD...Wind gusts up to 40 mph.

SOURCE...Radar indicated.

IMPACT...Gusty winds could knock down tree limbs and blow around
         unsecured objects.
