.SYNOPSIS...
Flooding issues still ongoing in some areas but they are diminishing
overall and becoming more focused and mainly tied to high flows on
larger slower responding rivers. Low pressure passes by to the north
of the region late tonight into Saturday, producing gusty winds, a
few bursts of snow, and blowing snow. Lake effect snow east of Lake
Ontario will produce locally heavy accumulations across the Tug Hill
Plateau.

&&

.NEAR TERM /THROUGH SATURDAY/...
A few snow showers and flurries will slide across into early
evening. These will not be as strong as was seen earlier today
though. Are also seeing a few snow showers southeast of Lake Ontario
with weak lake enhancement.

Our attention later tonight turns to a rather potent clipper system,
which will move from the Upper Great Lakes this evening to the
Ottawa Valley by Saturday, with a trailing cold front crossing the
eastern Great Lakes early Saturday morning. The clipper cold front
will produce a burst of snow showers and possibly snow squalls with
its passage, though these should be mainly heading into central NY
later in the morning. The clipper cold front will become lake
enhanced northeast and east of Lake Erie and Lake Ontario, producing
a few inches of accumulation across Western NY and the eastern Lake
Ontario region late tonight and early Saturday.

Cold air will quickly deepen behind the cold front, with lake
induced equilibrium levels rising to around 10K feet over Lake
Ontario with favorably deep cold air and moisture. Still appears
that a 6-9 hour period of westerly over Lake Ontario occurs on
Saturday. Given the favorable thermodynamics and convergence down
the long axis of Lake Ontario, expect a band of heavy lake effect
snow to develop. Majority of mesoscale guidance suggesting at the
least, high-end advisory amounts with greatest chance of seeing
warning amounts on the Tug Hill. The band will briefly cross more of
Jefferson County including Watertown in the morning, then focus on
the central Tug Hill from mid to late morning through late afternoon
before moving south across Oswego County and weakening by early
evening. CIPS analogs, pattern recognition suggests the potential
for warning criteria snow amounts on the Tug Hill Saturday. Upgraded
the watch to a lake snow warning for eastern Lake Ontario region.

That is not the only issue with this system though. The clipper will
also produce strong wind gusts Saturday. Winds will peak near the
cold frontal passage over and northeast of Lake Erie Saturday
morning, with gusts of 45+ knots possible. Forecast soundings
continue to show enough wind aloft to potentially support a brief
period of low end warning criteria gusts across Western NY, but the
fact that the low begins to fill as it passes to the north and
northeast suggests an advisory event and have capped wind gusts at
55 mph. The strong winds combining with the few inches of snow and
strong winds will produce extensive blowing snow. It will stay windy
through the afternoon, but gusts will come down to around 35 knots
or so areawide. Possible additional winter weather advisories could
be needed outside of where the lake snow warning is, but focused
main messaging on the strong winds at this point.

.SHORT TERM /SATURDAY NIGHT THROUGH MONDAY NIGHT/...
Heading into Saturday night, the upper level trough axis will be in
it the midst of exiting New York State with ridging work its way
across the Great Lakes in its wake. Initially, west-northwest winds
and cold enough temperatures aloft Saturday evening will support
lake effect snow to continue southeast of both lakes Erie and
Ontario, with the more impressive and organized bands being located
off of Lake Ontario. However as the night progresses and ridging
ensues winds will take on a more southerly component, shifting lake
snows off of Lake Ontario northward, whereas lake snows off of Erie
will likely peter out. Despite the weakening trend, a brief uptick
in the lake effect band is plausible late Saturday night and early
Sunday morning as the winds align westerly along the long axis of
the lake. Overall, expect a few tenths to up to an inch possible
Saturday night and early Sunday southeast/east of Lake Ontario.
Otherwise, expect winds from earlier in the day to rapidly decline
Saturday evening. Additionally, outside of lake effect areas
Saturday night will be cold and dry, as the minimum temperatures
aloft pass overhead of the area creating the coldest night of the
weekend with lows ranging from below zero to the low teens.

Upper level ridging will turn more zonal Sunday allowing for a
subtle shortwave trough to advance east across southern Canada.
While the shortwave will support a weak surface front to approach
the region Sunday night, surface high pressure overhead Sunday will
slide east and support dry weather throughout the day Sunday.
Additionally, gradual warming will continue throughout the day
Sunday with highs approaching the upper 30s and low 40s.

Aforementioned weak front will encroach the region Sunday night into
Monday before stalling across the region Monday. This being said,
just a chance of rain/snow showers may occur across the northern
portions of the region Monday. Meanwhile, a deep trough aloft will
set up across the southwestern and south-central United States
Monday. This trough will support a surface low to push northeast
towards the Great Lakes Monday, reaching the area early Tuesday
morning. Therefore, have increasing chances for rain/snow showers
late Monday night. Otherwise, general southerly winds will support
temperatures to continue to rise Sunday and Monday, with highs
generally warming up into the 40s, with a few places in the low 50s
by Monday.

&&

.LONG TERM /TUESDAY THROUGH FRIDAY/...
A robust storm system originating in the southern branch of a split
flow will highlight the first half of this time frame. While the
resulting pcpn will be largely in the form of rain...a quarter to
three quarters of an inch of rain on Tuesday into early
Wednesday will aggravate lingering high flows on area tributaries.

The pcpn may start as a mix of wet snow and rain on the onset
Tuesday morning...then strong waa ahead of the sfc low over the
Upper Mid West will prompt H85 temps to surge to +7C or so. This
will support that all of the steady pcpn during the midday and
afternoon to be in liquid form...with only the Thousand Islands
region possibly hanging on to a mix. The sfc low will pass
over/close to the region Tuesday night. While the heaviest/steadiest
pcpn will be done at that point...lingering light pcpn can be
expected with pops lowering during the course of the night.

Strong cold advection in the wake of the exiting system will result
in near steady...if not falling temps...on Wednesday with a
notably colder night Wednesday night. While the vast majority of
this 24 hour will be pcpn free...some lake snows are anticipated on
a veering 290-320 flow.

An area of low pressure tracking northeast along the central
Appalachians to the New England coast will begin to increase the
chance for snow late Thursday into Friday. There is still plenty of
model disagreement for this system. Most of the model guidance is
leaning toward a more easterly track with the storm, resulting in at
least a modest snowfall. Other guidance is farther west with the
storm, resulting in warmer temperatures and more in the form of rain
to at least to start before changing to snow.

.AVIATION /00Z SATURDAY THROUGH WEDNESDAY/...
Any lake effect southeast of Lake Ontario near KFZY late this
afternoon will end this evening, with VFR otherwise prevailing most
of tonight. However, there continues to be a few lingering light
showers and flurries early this evening across western New York. A
clipper system will pass north of the area late tonight and
Saturday, bringing increasing winds late tonight and snow showers
toward Saturday morning with LIFR to IFR conditions developing late.

Outlook...

Saturday...Snow showers and lake effect snow east of the lakes with
areas of IFR. Very windy with blowing snow.

Sunday and Monday...Mainly VFR.
Tuesday...MVFR/IFR possible. Rain.
Wednesday...MVFR. Chance of rain and snow showers.

Northwest winds will produce Small Craft Advisory conditions into
this evening on Lake Ontario.

A potent clipper will move from the Upper Great Lakes tonight to the
Ottawa Valley Saturday, with the trailing cold front crossing the
eastern Great Lakes early Saturday morning. This system will bring a
period of gales to Lake Erie and Lake Ontario late tonight through
Saturday.

.HYDROLOGY...
...FLOODING IMPACTS STARTING TO DIMINISH IN COVERAGE...

Small stream and poor drainage flooding continues to improve as
colder temperatures end runoff, but some larger rivers are still
rising and will not recede until later in the weekend. Many of the
smaller creeks, rivers and streams, including most of the Buffalo
Creeks with the exception of the slower responding Tonawanda Creek,
have fallen below flood stage and warnings have been dropped.

Though most ice jams over western NY have flushed through the
waterways, there have been indications of ice jams farther to the
east. The most notable of these is on the Black River near the
Boonville forecast point, so an areal flood warning continues
for this section of Lewis county through the evening.

.TIDES/COASTAL FLOODING...
A strong clipper system will bring southwest to west gale force
winds across the lower Great Lakes late tonight through Saturday. On
Lake Erie, given areas of ice and ice floes, there is uncertainty on
how these gale force winds will impact water levels and lead to
potential ice shoves. Areas along the lakeshore that are free of ice
could see possible flooding due to water level rises. The period of
greatest risk from these impacts would be late tonight into Saturday
morning. On Lake Ontario, high water levels and significant wave
action most of Saturday may result in lakeshore flooding along the
immediate lakeshore, especially in bays, inlets, harbors, and other
low lying areas along the shoreline. Shoreline erosion is also
possible.
