.SYNOPSIS...
An upper level trough will continue to bring chances for showers and
thunderstorms through the weekend. A Bermuda high will begin to
build early next week as tropical cyclone Elsa may progress around
the edge of the high. Late next week, a cold front will approach the
region from the Northwest.

.NEAR TERM /THROUGH TONIGHT/...
As of 1030 AM...
The latest water vapor imagery this morning revealed an upper
level low becoming more barotropic in nature as it slowly heads
east across the area. As this occurs, cold air aloft will
continue to push overhead. The 12z soundings at KOKX and KIAD
showed an impressive mid-level inversion around 650 MB. Towards
KPBZ the inversion is much weaker. During the afternoon, as the
cold air aloft moves overhead (and the low becomes more
vertically stacked), the inversion is forecast to weaken more.

This will contribute to an unsettled and anomalously cool day
for early July. Much of the area is starting off the day with
dry albeit mostly cloudy conditions. There are a couple
potential sources of rainfall today. The first is probably best
described as an inverted surface trough associated with low
pressure well offshore, not unlike "Norlun trough" type setups
we sometimes see in winter. This feature could bring showers to
mainly far eastern portions of the area this morning and early
afternoon before eventually shifting back offshore. Otherwise,
for most of the area, rain chances will take the form of
scattered, diurnally driven showers and thunderstorms. While
temperatures will be on the cool side, steep lapse rates
associated with the upper low will help to compensate. This
activity looks most likely over eastern PA, southern NJ, and
Delmarva, the areas most removed from the inverted trough where
the surface heating needed for instability to build should be
more efficient. ML CAPE values are not expected to be very high
(less than 500 J/kg), so would not be surprised if we see more
in the way of showers as opposed to thunderstorms, but have left
the mention of thunder in the grids. No severe weather is
expected, but the strongest cells could be capable of gusty
winds and small hail. There may be a "sweet spot" in between the
surface trough and the more convectively favored areas where
mainly dry conditions could win out, but this is difficult to
pin down. A rather messy and complex setup overall. The day will
certainly not be a washout, but plan on the chance of rain.

Regarding temperatures, it is definitely not a summer like
picture. 850 MB temperatures near 10C and 700 MB temperatures
near 0C are both towards the 10th percentile for the season, not
unheard of but solidly on the cool side. Combined with plenty
of clouds and the scattered showers and storms, it will be a
struggle to reach 70 degrees today. Some areas will get there,
especially to the south, while areas to the north likely remain
in the upper 60s. Light northerly winds are expected in the
cyclonic flow around the back side of the offshore low pressure.

Improving conditions are expected for the overnight hours. Loss of
diurnal heating will cause convective activity to wane. In addition,
the upper low will begin departing to our northeast. Thinking most
of the rainfall will have dried up or shifted offshore by about
10 PM. With time, we should see more breaks in the clouds. Lows
will be below normal for the season, with most areas outside of
the urban centers falling into the 50s, with even some low to
mid 50s up north.

.SHORT TERM /SUNDAY THROUGH MONDAY NIGHT/...
A gradual transition in the pattern is expected for the Independence
Day holiday and into the new week. The upper low will be starting to
shift off to our northeast on Sunday, but it still remains a factor
in the forecast. We will be favorably positioned for some weak
shortwave energy rotating around the back of the upper low to pass
over our region. This could bring another round of scattered showers
and thunderstorms to the area for Sunday afternoon and evening.
However, the overall potential still looks less than the prior days
due to core of the upper low shifting downstream of the region as
opposed to upstream or overhead. Guidance generally agrees on the
synoptic setup, but the different models vary on how much QPF, if
any, they produce. Trying to draw the signal from the noise, to me
it indicates some convective development is possible, but with less
coverage than the days before. In addition, any thunder may be very
isolated at best. Was tempted to remove it from the grids entirely
but have left a mention for now to be safe. Thinking northern
portions of the area will be most favored, so have chc PoPs to the
north, with just slgt chc PoPs over most of the remainder of the
area.

The presence of the upper low will keep our temperatures below
average once again, but it will be considerably warmer than Saturday
with highs topping out on either side of 80. Less cloud cover is
expected than on Saturday. Overall, it looks like a decent day.
Think most outdoor activities will be okay, but we will monitor for
those spotty showers and storms. Any shower activity should also
dissipate quickly once the Sun goes down, with dry weather for the
overnight and lows falling to the low to mid 60s.

By Monday, the upper level low shifts further to our northeast, and
southerly flow becomes more established at the surface. This will
bring a continued warming trend, with high temperatures climbing
well into the 80s. Humidity will start to increase also, but it
still will not be too bad on Monday. Weak lee side surface troughing
to our west may trigger an isolated shower or storm during the late
afternoon and evening. However, guidance is not at all enthused with
this potential and so have just kept a slgt chc of a thunderstorm in
our far northwestern zones. Overnight lows will favor the mid 60s to
near 70.

.LONG TERM /TUESDAY THROUGH FRIDAY/...
Overview: Multiple rain chances are possible through the long term.
First, depending on how closely Elsa tracks to the region, we could
see widespread rain associate with that system and a cold front
approaching the region from the Northwest. Finally, another
closed mid level low could dig far enough south to bring
additional chances for rain very late in the week.

Details:

Tuesday...Thanks to the developing Bermuda High, our region will be
under low level southwesterly flow. As a result, the main story on
Tuesday will likely be heat, with heat index values once again
getting close, if not exceeding 100 F. If this trend holds, a heat
advisory may be needed for the 95 corridor and portions of the
coastal plains. Across NW NJ and E Central PA, a trough associated
with a low in southern Canada could bring increased clouds and a
chance for showers and storms. The increased cloudiness in those
areas and the potential for sea and bay breezes to develop on the
coastal plains will be the main limiting factors if we don't reach
heat advisory criteria that day.

Wednesday and Thursday...There is a lot of uncertainty in this
period, mostly centered around the track of Elsa and if there will be
any interaction between Elsa and the approaching cold front. There
is a variety of solutions depicted in operational models and
ensemble members. So for now, have stayed close to a blend of
guidance and the previous forecast. That being said, it is likely
that at least part of this period will be very rainy/stormy.
Additionally, the excessive heat concerns could linger into
Wednesday.

Friday and beyond...There remains some uncertainty even on Friday if
we will have remnants of either Elsa or the cold front in our region
through this period. As with the Wednesday/Thursday time frame,
stayed close to a blend of guidance and the previous forecast.
Attention then turns to a nearly vertically stacked low digging out
of Central Canada. Some guidance has this low digging south enough
to bring another round of showers and storms to start the weekend,
though this would be an unusual pattern to see for mid July.

.AVIATION /14Z SATURDAY THROUGH WEDNESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Through 12z... An area of low clouds is backing into the area from
north to south. This will continue pushing southward and likely
bring restrictions to all terminals. A mix of low end MVFR and some
IFR CIGs is expected. A scattered shower is possible also, mainly
north and east of PHL. Light northerly winds. Moderate confidence.

Today... Initially, low end MVFR with some IFR due to low clouds.
CIGs should gradually improve through the morning and early
afternoon. Areas west and southwest of PHL have the best chance of
becoming VFR, while several terminals could remain MVFR through the
day. Scattered showers and thunderstorms are possible for most of
the day, especially this afternoon. Am not overly confident in
thunder potential, but have kept a mention in most of the TAFs.
Winds will be on either side of due north, generally from about 340
to 020 degrees with speeds 5 to 10 kt. Low to moderate confidence
overall.

Tonight... Some lingering restrictions possible early, but becoming
mostly VFR. Light north-northeast winds early becoming light and
variable or calm for most of the night. Moderate confidence.

Outlook...

Sunday-Sunday night... Mainly VFR. A scattered shower or
thunderstorm is possible in the afternoon and evening, but their
coverage and duration should be fairly limited. Westerly wind around
5 kt, becoming southwesterly or light and variable overnight.
Moderate confidence.

Monday... VFR. An isolated late day tstm is possible near RDG and
ABE. Light winds initially becoming south-southwest at 5 to 10 kt,
except more southeast near the coast with a sea breeze. High
confidence.

Monday night... VFR. Patchy fog formation is possible late. South-
southwest wind around 5 kt. Moderate confidence.

Tuesday...Mostly VFR conditions expected. There is a slight chance
for afternoon showers and thunderstorms at KABE, which could result
in temporary restrictions to MVFR. Southwesterly winds 5 to 10 kt.
Moderate confidence on most aspects of the forecast, but low
confidence on the coverage of showers and thunderstorms.

Wednesday...Depending on the timing of a cold front and possibly
the remnants of Elsa, we could see visibility and ceiling
restrictions with showers and storms as early as Wednesday
afternoon. Winds should generally be southwesterly at 5 to 15
kt. Low confidence.

.MARINE...
Through today... A Small Craft Advisory will go into effect at noon
for the coastal waters of central and northern New Jersey due to
seas building to near 5 ft. Elsewhere on the Atlantic coastal
waters, seas will remain around 4 ft. Winds over the central and
northern New Jersey coastal waters will be north-northeast at around
10 to 20 kt, with some gusts close to 25 kt possible. Elsewhere, a
more north-northwest flow is expected with speeds around 10 to 15 kt.

Tonight... The Small Craft Advisory will expire at midnight as seas
fall to 3 to 4 ft over all the waters. Winds will also become north-
northwest over all the waters, and speeds will decrease to about 10
kt.

Outlook...
Sunday-Monday night... No marine headlines are anticipated. A couple
of wind shifts likely but speeds will be quite light, with gusts
less than 20 kt. An isolated shower or tstm is possible Sunday
afternoon and evening. Seas 3 to 4 ft.

Tuesday and Wednesday...Winds and waves on the Delaware Bay
should stay below SCA criteria. On the Atlantic Coastal waters,
seas could approach 5 ft, especially Tuesday night.

Rip Currents...
For today, there is a moderate risk for the development of dangerous
rip currents due to N-NE winds 15-20 kt and seas building to 5 ft.

On Sunday, winds shift to the south and diminish to around 10 kt.
Seas subside as well. As a result, there will be a low risk for the
development of dangerous rip currents.

There is potential for an elevated risk of rip currents Wednesday
through Friday as tropical system Elsa could take a path off the
eastern seaboard.
