.SYNOPSIS...
Tonight through Friday morning, the center of tropical system
Elsa is expected to pass over or near our region as it moves
north up the coast. A cold front approaching from the northwest
is expected to arrive on Friday night. This front is anticipated
to stall nearby over the weekend before lifting to the north
early next week.
&&

.NEAR TERM /THROUGH FRIDAY NIGHT/...
As of 9 PM, an initial round of strong to severe thunderstorms over
parts of eastern PA into northern NJ has weakened to showers and the
Severe Thunderstorm Watch has been allowed to expire. This
precipitation has been in association with a nearly stationary
frontal boundary. Our attention now turns to Elsa...

Regarding Elsa, little has changed regarding expectations for Elsa
and no changes have been made to the tropical headlines this
evening. We are forecasting a stripe of 2 to 3 inches of rain over
the coastal plain, with lesser amounts west of the Delaware River.
Locally, higher amounts of 4 to 6 inches could occur. A Flash Flood
Watch remains in effect for the entire area but highest threat
is near and east/south of the I-95 corridor. Wind will not be
much of a factor, save for towards the coast where a period of
winds at least close to tropical storm force is expected. An
isolated tornado is also possible, mainly near and east of
Elsa's track, which would again leave areas right along the
coast most favored. No concerns regarding storm surge. As of 9
PM, center of storm moving from North Carolina into Virginia
with the leading edge of the heavier showers from the system now
moving through Delmarva into southern NJ. This will continue to
expand north with the worst conditions in terms of rain and
wind are expected from about 10PM to 5AM from south to north.
The storm will then quickly exit from south to north shortly
after daybreak.

However Friday could also be a rather active day of weather. Rain
and clouds associated with Elsa will depart early in the day, likely
before 9 or 10AM in most of the area. That will give way to a fairly
typical summer day with highs rising well into the 80s and still
plenty of humidity around. A shortwave trough and cold front then
approach for the afternoon and evening. This will likely bring
additional showers and thunderstorms late in the day. Some of these
storms may be strong to severe, with encroaching mid-level dry air
potentially enhancing a damaging wind threat. DCAPE also looks
rather high. Not thinking this is going to be too big of an event,
but just another thing to watch in what's been a very busy stretch.
The cold front moves through tomorrow evening, and more tranquil
weather returns for Friday night.

.SHORT TERM /SATURDAY THROUGH SATURDAY NIGHT/...
The departing Elsa leaves a building H5/H7 ridge behind it as
it moves away from the area. A couple lingering showers across
Nrn/central NJ Fri evening will be the only precip Saturday and
Saturday evening. A couple showers may arrive across the region
overnight Saturday into Sunday, but pops are only in the slight chc
range for now.
&&

.LONG TERM /SUNDAY THROUGH THURSDAY/...
No changes made to the long term.

A rather unsettled period for the end of the weekend and into
next week. A strong Bermuda-type high remain offshore and will
occasionally strengthen and ridge back across the Middle
Atlantic. Meanwhile, a trough/low across the Plains and Ohio
Valley region will remain in place through early next week and
then eject out across the Great Lakes area.

Precipitation will mostly be showery in nature with late
afternoon and evening hours favored. Best chances are for the
periods Sun-Mon and Tue. Chances for showers lessen for Wednesday
and Thursday.

Temperatures will become closer to normal during later Sat and it
will remain into Sunday. By next week, the heat and humidity will
return with daytime max temps returning to above normal and highs
close to 90 in many areas.

.AVIATION /02Z FRIDAY THROUGH TUESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Tonight... As Tropical Storm Elsa approaches, deteriorating
conditions are expected. CIGs will drop to MVFR and likely IFR
as heavier showers move through, mainly starting after 03z.
Winds will steadily shift from SW to SE to NE to NW, coming
basically all the way around the compass. Speeds at most of the
terminals will be 10 to 15 kt or less throughout the night.
However, some higher gusts of 20 to 30 kt are likely near MIV
and ACY, closer to the center of Elsa. These sites (MIV, ACY)
closer to the track of Elsa could also see some fairly strong
LLWS overnight (06-09z) as E/SE winds will be around 40 to 45
knots at 2000 ft. Moderate confidence overall.

Friday... Improving conditions are expected in the early morning
hours, with the terminals returning to VFR by around 15z if not
sooner. Mainly VFR through the day, but yet another round of
thunderstorms is possible during the later afternoon and evening
hours. Terminals near and west of PHL will be most favored for this.
West-southwest winds around 10 kt, higher in and near tstms.
Moderate confidence.

Outlook...

Friday night/Saturday...Mostly VFR. Patchy fog around dawn Sat.

Sat night thru Tuesday...Mostly VFR, but scattered showers and tstms
with lower CIGS/VSBYS possible.

.MARINE...
A Tropical Storm Warning remains in effect for the Atlantic Ocean
coastal waters, along with lower Delaware Bay. Tropical storm force
winds and/or wind gusts can be expected for these area beginning
later this evening and continuing through tonight into Friday.

A Small Craft Advisory also remains in effect for upper Delaware
Bay. Wind gusts of 25 to 30 knots are possible beginning later this
evening and continuing through tonight into Friday.

Outlook...

Saturday through Tuesday...Mostly sub-SCA conditions expected.
Scattered showers and tstms Sun-Tue will bring localized higher
winds and seas.

Rip currents...

As Tropical Storm Elsa approaches the area, for the rest of today
there will be a MODERATE risk for the development of dangerous rip
currents along the coasts of Delaware and New Jersey through this
evening.

The center of Elsa will pass over our region overnight tonight into
early Friday before moving away to our northeast through the day
Friday. Elevated waves along with strong winds will lead to a HIGH
risk for the development of dangerous rip currents on Friday.
