* At stages near 23 feet, backwater flooding worsens along creeks
flowing into the Scioto River. Stretches of several low-lying roads
near the river are flooded. Scioto and Camp Creek Townships in

A front will oscillate about the region through Thursday, with
periods of rain and embedded thunderstorms through Thursday
evening. Cooler and drier conditions return Friday/Saturday
before precipitation chances return again early next week, with
generally near normal temperatures this weekend followed by a
warming trend again next week.

.NEAR TERM /THROUGH THURSDAY/...
The first surface wave responsible for overnight and morning
rain across the region is now pulling east, and with it goes the
first batch of moderate to heavy rain, leaving the area mostly
dry through the overnight period, except say for a few patches
of showers later this evening across the Tri-State area.

observations, shows widespread rainfall around 1.5 to as much
as 2 inches near and south of I-70 and west of I-75. This has
yielded widespread flooding of low lying and flood prone areas,
particularly from southeastern Indiana through southwestern and
central Ohio and parts of northern Kentucky. Not only has
typically dry ground been overcome by standing water in numerous
locations, multiple area waterways have experienced jumps in
river levels, with some even overspilling their banks, prompting
a handful of river flood warnings. The silver lining in all of
this -- if there is one -- is the fact that latest data
continues to suggest a trend toward generally dry conditions
this afternoon through the middle of the night (except for some
light showers this evening in the Tri-State area into south-
central Ohio) before shower activity begins to blossom again
shortly before sunrise Thursday morning.
The flood watch will be maintained as is, especially in light
of numerous reports of high water across the ILN FA. This rain
fell on a surface that was already waterlogged due /in part/ to
the fact that we have recently emerged from an extended deep
freeze, which has left the subsurface still partially frozen and
less likely to transfer water from the surface to deeper down
in the soils. This has led to fairly efficient runoff from any
rain that has fallen today -- of which there has been quite a
bit in parts of the ILN FA.
Moving forward through the afternoon and evening hours, we very
well could see brief patches of light rain showers across the
Tri- State area, but this is unlikely to contribute
significantly to any new or renewed high water during this time
frame. In fact, most of the area will see "dry" conditions
during this time period, with a gradual trend toward mist and
fog developing late this evening through the overnight period.
With the frontal zone being temporarily shunted to the south of
the area overnight, the resulting pressure gradient will be
rather weak tonight. With ample low level moisture in the lower
levels, expect that areas of fog will eventually develop for
most /if not all/ of the area, with the higher elevation
locations being more susceptible due to the onset of low stratus
again tonight. As of right now, do not foresee that visibility
at or below 1/4 mile will be widespread enough to warrant a
dense fog advisory, but certainly trends will be watched closely
through the evening/overnight to determine if an advisory will be
needed.
With the rain having largely vacated the heart of the ILN FA
this afternoon, temperatures are rebounding slightly but are
doing so in a post frontal environment -- and thus are
struggling a bit. Either way, highs will end up ranging from
the lower 50s in the northwest to the lower 60s in the
southeast.
For tonight, while temperatures may drop off briefly, they
should plateau somewhat past midnight before actually beginning
to go back up late in the overnight period as the aforementioned
front begins to pivot back northward. With this /as well as the
arrival/nosing of an increasingly strong LLJ/ patches of
scattered showers should once again begin to blossom past about
4 AM or so, initially in the SW (toward the Tri-State area) and
eventually further to the NE during the heart of the morning
hours on Thursday. This activity should be fairly progressive in
nature (moving southwest to northeast), but could again contain
some embedded heavier pockets of rain -- as well as a non-zero
chance of elevated instability/thunder. Scattered showers will
be ongoing across the southwestern half or so of the ILN FA
towards sunrise Thursday.
&&
.SHORT TERM /THURSDAY NIGHT/...
Scattered showers /with embedded thunder/ will be pushing
northeast to start the day on Thursday. This will be associated
with the pivoting of the front back north through the ILN FA and
the nosing of a particularly strong H8 jet northeast into the
Ohio Valley. These kinds of setups generally create more
widespread precipitation than is sometimes depicted on hi-res
data sets, so have kept PoPs high during the morning hours for
the western two thirds of the area to account for this
potential.
After the progression of the bands of scattered showers /and
potential thunderstorms/ north through the region, there should
be a growing dry/warm sector near and east of I-75/I-71. With
this, increasing southerly surface flow will begin to advect in
very warm temperatures to the area, with record highs not
completely out of reach should the break in precipitation
between the warm front and pre cold frontal activity be long
enough. Scattered to numerous showers and thunderstorms will be
developing and congealing initially across central IN into parts
of west-central Ohio during the morning hours as the surface
low races northeast through the western Ohio Valley.
There is some concern that should there be enough of a gap in
the precipitation in the warm sector that some /albeit still
weak/ surface-based CAPE could develop/advect northeast into the
area during the afternoon time and early evening time period.
There will be some elevated instby as well, although there is
some uncertainty as to whether this can become truly surface-
based to help translate stronger wind down to the surface in the
better convective cores just ahead of the progressive front.
With this in mind /and considering there will be plenty of
shear and wind energy advecting through the southwestern Ohio
Valley/ SPC has expanded the MRGL risk a bit further northeast
into the Tri-State area and southern Miami Valley on their day
2 outlook. Do agree with this line of thinking, with of course
the surface-based instby being the over-arching limiting factor
for organization and severity. Nevertheless, could see a few
stronger wind gusts translate down to the ground in the
healthier cores Thursday afternoon into the early evening before
both the shear and instby begin to wane past sunset.
The front /and the associated pre-frontal showers and thunderstorms/
will make a fairly progressive and clean sweep east through the
ILN FA late afternoon into the evening, exiting the local area
shortly after 03z or so. Behind the precipitation will be an
increasingly sharp pressure gradient /as well as steepening low
level lapse rates/ that will lead to breezy conditions Thursday
evening into the overnight period. Current sounding momentum
transfer techniques suggest that gusts to 35kts will be possible
immediately behind the FROPA, with sustained winds of 15-20kts
or so expected through sunrise Friday. In strong CAA regimes
such as this, the gustiness on sounding analysis tends to be
underplayed somewhat, so will continue to monitor trends for
potential for a short term wind advisory Thursday evening/early
overnight. However, at this point, think we are safely under the
necessary thresholds.
Temperatures will progressively and steadily go down Thursday
evening and overnight, with daybreak temperatures on Friday
ranging from around 20 degrees in the west to around 30 degrees
in the east.
&&
.LONG TERM /FRIDAY THROUGH WEDNESDAY/...
Active pattern to continue through this timeframe owing to stout
subtropical ridging across the southeast CONUS and deep longwave
troughing in the western CONUS. This maintains a large scale pattern
of fast southwesterly flow in a broadening longwave trough across
much of the CONUS into the middle of next week, with a couple more
weather systems to impact the Ohio Valley.
The good news - about 60 hours of much needed dry and cold weather
continues from 12Z Friday into the first half of Sunday. 1045mb high
pressure system will build south out of Canada and across the Great
Lakes on Saturday afternoon - bringing a high confidence period of
dry/cold/clear weather. Glancing blow of true arctic airmass will
keep highs below freezing Friday and Saturday and winds into
Saturday morning means wind chills likely dip back close to zero if
not a little below late Friday night into Saturday morning. Lows
Saturday morning touch the single digits in the west/north half of
the forecast area.
First problem arrives on Sunday /moreso the afternoon into the
evening and night/ as weak shortwave energy ejects out of the
western trough and quickly shifts through fast west/southwesterly
flow. Warm advection will be increasing ahead of this feature with
temperatures on Sunday likely rising to or just above freezing in
most areas. Thickening clouds will temper the warming. At this point
the confidence in precipitation arrival /timing/ and type decreases
significantly owing to differences in magnitude of antecedent
thermal profiles/advection. 06.12Z GFS/GEFS are a considerably
colder/wetter solution than 06.12Z ECMWF/EPS. While the latter does
agree that a brief period of wet/slushy snow accumulations are
possible on Sunday, there's an indication that either precipitation
will cap off keeping amounts quite light, or that enough warm air
works for a mix-to-rain scenario in all but the far northern parts
of the CWA. The former /GFS and GEFS/ is more bullish on liquid QPF
and keeping cold air locked in, with the suggestion of the potential
for several inches of wet snow during the day and into the evening
on Sunday. For right now, have placed a mostly-snow event across
the far northern reaches of the forecast area, and large area of
rain/snow mix potential across the middle of the CWA, and mostly
rain across northern Kentucky. This solution seems to strike a
middle/common ground in the guidance for right now. Either way, it
looks like parts of the ILN CWA will see some light accumulations
/especially north of I-70/ on Sunday afternoon and night. This will
need to be watched closely over the next couple of days.
Lingering rain/snow chances hang on into Monday in the wake of this
system but with baroclinicity/thermal gradient hanging up over the
Ohio Valley with overrunning warm advection pattern. This gradient
begins to lift back north on Tuesday as strong warm advection
increases out ahead of much stronger shortwave trough moving through
nation's mid-section. Expect any precipitation by this time to be
mainly rain as boundary layer temps push into the 40s. Another deep
low pressure system is expected to develop to our west and push
northeast through the Great Lakes with another slug of rain and
gusty winds. There doesn't seem to be quite the extreme
PWAT/temperature anomalies with this system as the one currently
affecting the Ohio Valley so rainfall/impacts - at least this far
out - seem like they will be less than ongoing flood problems in the
Ohio Valley. That being said, pattern is conducive to plenty of
rainfall and dynamics with this system will be strong - so this will
need to be watched as well.

.AVIATION /00Z THURSDAY THROUGH MONDAY/...
TAF sites will continue to be affected by a very large and
potent low pressure. Conditions are forecast to fall to LIFR
tonight as low level moisture remains entrenched, with only
gradual improvement expected during Thursday. There will be
widespread rain showers at all sites later tonight and lasting
through much of Thursday as the low progresses slowly east. Low
level wind shear and surface gusts over 20 knots will enter the
picture later on Thursday as the low lifts to the Great Lakes
and a cold front swings to Indiana. DAY may see VFR at the end
of their forecast but there is low than average confidence for
that to occur.
OUTLOOK...MVFR ceilings may continue into Friday morning. Wind
gusts up to 30 kts are possible into Friday morning.
