.SHORT TERM...(This evening through Tuesday)

Heavy rain is the main concern through Tuesday.

Southwest flow aloft persists on the periphery of a broad mid level
ridge across the Mid-Atlantic States. Deep southerly flow has helped
maintain an anomalously moist airmass across the area with pwats
nearing 2 inches.

Showers and isolated storms have continued to develop today with
the approach of an upper level disturbance. Expect this trend to continue
this evening and tonight as 925-850 mb moisture transport and
the low-level jet strengthen with a warm front lifting north. The
RAP/NAM both suggest the nose of the strongest low-level moisture
transport focusing northeastward from NE IA/WC WI eventually up
into NE WI. Some of the CAM solutions have indicated a few waves
of showers/storms lifting north during this time. With soils very
saturated across parts of the area, any rainfall poses a concern,
and much like the past few days, rainfall rates over an inch/hr
are possible in stronger storms. Confidence was not high enough at
this time for a Flash Flood Watch for tonight given the expected
progressive nature of the convection in areas most impacted by
heavy rains the past week. Still, this will bear close watching
through the evening/overnight.

With the warm front lifting north, much of the area may get a
break in the action for a time on Tuesday with the focus shifting
farther northwest towards an approaching cold front/upper trough
from the west. The boundary will sag south from northeast MN
southwest towards northwest IA by the afternoon. MLCAPE could
reach 1000-2000 J/kg in the afternoon with 30-40 kts of deep layer
shear. Lapse rates will be weak given the very humid environment,
but the environment could support locally strong winds, and a low
risk of hail with the strongest storms. The main threat will be
heavy rain.

.LONG TERM...(Tuesday night through Monday)

On Tuesday night and Wednesday morning, the 03.12z models continue
into indicate that a significant rain event will occur across parts
of the forecast area.  Like the past couple of days, the highest
probabilities look to be from north-central Iowa northeast through
south-central and southeast Minnesota, west-central Wisconsin, and
north-central and northeast Wisconsin.  Precipitable water values
will be around 2.25 inches and warm cloud layer depths of 4 to 4.5
km.  The convergence across the region will be enhanced as a cold
front move slowly southeast through the region.  During the evening,
a 40 knot 850 mb jet will be impinging onto this front and then
gradually become parallel with this front during the overnight.
Expect the heaviest rain to fall from the evening to around 4 AM
Wednesday.  Hourly rainfalls of 2 to 3 inches will be possible
during this time frame.  These rainfall amounts will result in flash
flooding. Considered issuing a Flash Flood Watch for this time
period.  However, with the threat of heavy rain tonight, opted not
to go with one at this time.  Rainfall from Tuesday night into
Wednesday morning will likely be in the 3 to 5 inch range with
locally higher amounts will possible.

In the wake of this, slightly cooler and much drier air will move
into the region. High temperatures will range from the upper 60s to
mid 70s.

From Friday night into Saturday night, the potential remnants of
tropical storm Gordon may move through the Mid Mississippi River and
Ohio River valleys and southern Great Lakes. The extended models
continue to disagree on the northern extent of this moisture and the
speed of the system, so just stayed with a blend.

.AVIATION...(For the 00Z TAFS through 00Z Tuesday evening)

Bands of mainly light showers will gradually dwindle at LSE and
RST the next few hours, with primarily MVFR conditions sticking
around (though we may see intervals of VFR for LSE). Another band
of showers and storms is expected to develop northward late this
evening and overnight, with bouts of MVFR conditions likely,
though confidence once again isn't the highest regarding how
widespread convection will become. We should then take a break
from the action for a time on Tuesday, mainly from mid morning
through early to mid afternoon, before additional scattered storms
likely develop. During the break, looking for prevailing VFR
conditions out there, with a return to MVFR once again possible in
any storms by later in the day. Toward or just after 00Z, could
see a band of heavier rain set up toward RST, though exact
placement of the heaviest rain band remains to be determined.
However, do eventually envision a period of IFR conditions in
heavy rain for RST and potentially LSE after the end of the
current TAF period.

.HYDROLOGY...

Periods of heavy rain are expected into Wednesday morning. Locally
heavy rain is possible tonight as a warm front lifts northward.
Given the high precipitable water values, any storms will be
efficient rain producers with rain rates up to 2 inches/hr
possible. If any storms train over areas that have received heavy
rains over the past week, localized flooding could develop

The highest potential for additional heavy rains and possible
flash flooding, remains focused on the later Tuesday afternoon and
Tuesday night period.The next cold front will be advancing into
the area with strong moisture transport focused into the front. An
axis of high precipitable waters, at and above 2 inches, will
reside ahead of the front. Strong linear forcing signal with the
approaching front, with the sfc-mid level flow parallel to the
front/forcing. The concern is where will the strongest
forcing/lift/training set up to produce a band of heavy/excessive
rains. Consensus at this time is from north-central IA to NE WI,
cutting across the NW half of the fcst area. Much of the
landscape is saturated from rains of the past week. Any additional
heavy rains have the potential to quickly producing runoff and
rises/flooding on area rivers and streams. A flash flood watch is
likely to be needed for some portion of the area Tue night, but
uncertainty remains on the exact location

Flooding continues along parts of the Kickapoo River and for now,
levels continue to go down. Minor flooding is also occurring on

.DAY ONE...Today and Tonight

Showers and storms are likely this afternoon and tonight. Heavy
rain is possible with most thunderstorms, with the potential for
localized flooding.

.DAYS TWO THROUGH SEVEN...Tuesday through Sunday

More showers and storms are expected mainly Tuesday afternoon
into Wednesday morning. This round of storms could bring more
widespread heavy rains to the area, with several inches of
accumulation possible. With wet soils unable to hold much more
rain, heavy rainfall would likely result in localized to
widespread flooding. A few stronger storms with hail and gusty
winds are also possible Tuesday afternoon and evening.

After Wednesday, smaller shower and storm chances are generally
confined to sections of northeast Iowa and southwest Wisconsin.
