.SYNOPSIS...
Strong arctic high pressure will move from the northern Plains
tonight to the Great Lakes Wednesday and Thursday, then reach
into western New England Friday. Very cold arctic air will
dominate through the New Year holiday weekend. A coastal storm
may develop during this weekend, but it remains uncertain if the
system will track close enough to bring significant snow to the
region.

&&

.NEAR TERM /THROUGH TODAY/...
Strong high pressure remains in place over Canada, and will
continue to feed very dry, arctic air into southern New England
on a persistent W/NW flow. Maximum temperatures will struggle
to crack 20 today across much of our region. The exceptions will
be the largest urban centers, as well as toward the Cape and
islands which are still surrounded by water around 40 degrees F.
Even for those areas, still not thinking temperatures get above
25, at most. Not even considering wind chill values, much of
our region will have maximum temperatures right around to as
much as 5 degrees below the normal minimum temperature for this
date.

Factoring in the wind, we're looking at wind chill values in the
single digits and teens above zero at best this afternoon. Many
locations across the higher terrain will start today with sub-
zero wind chill values.

Still very dry airmass in place. Expecting just about all the
clouds and any risk for showers to be well offshore due to the
persistent W/NW wind.

&&

.SHORT TERM /TONIGHT THROUGH 6 PM THURSDAY/...
Winds should turn more NW tonight behind a secondary arctic
front, driving even colder air into our region. Minimum
temperatures are expected to be 15-20 degrees below normal.
Wind chill values across the higher terrain are low enough where
strong consideration for at least a Wind Chill Advisory will be
needed.

NW winds continue into Thursday. A subtle shift of even 20
degrees more north in wind direction would be enough to perhaps
get some ocean-effect snow across the outer Cape. Still have
greatest confidence in any snow showers remaining offshore at
this time. Not much improvement temperature-wise Thursday.
Maximum temperatures still 10-15 degrees below normal minimum
temperatures. This could mean new record low maximum
temperature records for Thursday.

.LONG TERM /THURSDAY NIGHT THROUGH TUESDAY/...
Highlights...

* Very cold temperatures through forecast period, along with frigid
  wind chills at times
* Continue to monitor potential of coastal low pressure developing
  off the mid Atlantic which may affect the region sometime this
  weekend

Overview...

Still noting broad troughing across the eastern two-thirds of
the lower 48, keeping the arctic air pushing out of western
Canada across the northern Plains into the northeast. At the
surface, large high pressure extends from Nunavut and the
Northwest Territories Thursday, then re-orients across Hudson
Bay across the eastern seaboard by the weekend. May see another
surge of cold air work out of western Alaska and the Northwest
Territories moving SE into the last weekend of 2017.

The big question remains whether a clipper system works E out
of the Great Lakes, while southern stream energy that develop a
surface low somewhere off the mid Atlc coast around the Saturday
or Saturday night timeframe. However, noting two camps on the
potential evolution of this low. Both the 12Z GGEM and ECMWF are
signaling cutoff H5 low pressure wrapping SE out of the eastern
Great Lakes, digging a trough down to the VA or NC coast. This
would try to cause surface cyclogenesis somewhere off the mid
Atlc coast. However, the GFS keeps the cutoff H5 low further N
and more progressive, with continued W-NW flow aloft which would
keep the region mainly dry. Will need to monitor this timeframe
closely and continue to mention this potential in the Hazardous
Weather Outlook.

At this point, it looks like the bulk of the arctic air will
continue to spill across the region through the period as
northern stream W-NW flow remains relentless in keeping the
northeast very cold. Overall, H85 temps will average from -18C
to -22C through most of the period. So, daytime highs will run
anywhere from 15 to 25 degrees below seasonal normals for late
December and early January. There may be a few days that the
highs may challenge record low max readings. Details are in the
Climate section below.

There looks to be periods of some W-NW winds which will make it
feel more brutal with bitterly low wind chill values. Will
likely need wind chill headlines for some of this period.

Details...

Friday...Will continue to see NW winds as high pressure looks
to retreat to central Canada. Noting a weak H5 short wave in the
flow as a weak surface clipper works E out of the Great Lakes.
Appears the system should remain W of the region so another dry
but frigid day though winds will be lighter.

Friday night through Saturday night...As discussed above, a lot
of uncertainty on the development of low pressure off the mid
Atlc or SE coast during this timeframe. Went a non-GFS solution
for this timeframe. Have carried CHC POPs due to the uncertainty,
mainly during the Saturday into Saturday night timeframe. No
question the PTYPE will be snow, but at this point looks like

Sunday through Tuesday...Another high builds in for Sunday with
continued frigid temperatures with periods of gusty W-NW winds.
Some question whether another low may clip south coastal areas
sometime late Monday or Monday night, but low confidence due to
wide model solution spread. At this point, have carried a dry
forecast through this timeframe.

Small Craft Advisories likely to continue into Thursday due to
gusty W to NW winds, particularly across the eastern coastal
waters. For the RI coastal waters, as well as most of the
nearshore MA coastal waters, expecting a brief lull in the
winds with gusts up to 20 kt. Winds increase again tonight, so
additional Small Craft Advisories expected tonight into
Thursday.

Besides the winds and corresponding rough seas, freezing spray
will also be a concern, particularly for the eastern coastal
waters. Can see a scenario for areas of heavy freezing spray
tonight, but only have moderate confidence in the spatial
extent. For now, will extend and expand the Freezing Spray
Advisories into tonight. That will give the following shift
another chance to reevaluate.

gusts up to 25 kt. Local rough seas. Slight chance of snow
