NATIONAL WEATHER SERVICE TULSA OK
454 AM CDT MON SEP 14 1998

THE NATIONAL WEATHER SERVICE IN TULSA HAS ISSUED A

* FLASH FLOOD WARNING FOR
     DELAWARE COUNTY IN NORTHEAST OKLAHOMA

* UNTIL 800 AM CDT

* AT 454 AM CDT RADAR INDICATED VERY HEAVY RAIN CONTINUING TO
FALL OVER MOST OF DELAWARE COUNTY. FROM 2 TO 4 INCHES OF RAIN
HAS FALLEN OVER PARTS OF DELAWARE COUNTY SINCE 2AM AND ANOTHER
1 TO 3 INCHES COULD FALL...MAINLY OVER SOUTHERN DELAWARE
COUNTY BY 7AM. RUNOFF FROM THE RAINS WILL CAUSE FLOODING
OF LOW LYING AREAS AND PRODUCE RAPID RISES ON SMALL CREEKS.
BE ESPECIALLY CAREFULL WHEN DRIVING THIS MORNING...LOW WATER
CROSSINGS MAY BE IMPASSABLE.

* SOME LOCATIONS AFFECTED INCLUDE... GROVE AND JAY

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE
DANGERS OF FLOODS AND FLASH FLOODS. IF FLASH FLOODING IS OBSERVED ACT
QUICKLY. MOVE UP TO HIGHER GROUND TO ESCAPE FLOOD WATERS. DO NOT STAY
IN AREAS SUBJECT TO FLOODING WHEN WATER BEGINS RISING.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS
SAFELY. VE@HICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED QUICKLY.

REMNANTS OF FRANCES HAVE MOSTLY SPREAD NEWD INTO MO AHEAD OF SLOW
MOVING S/W TROUGH. INTERESTING SFC MAP SHOWS SFC LOW N OF CNU WITH
WK FRONT EXTENDING TO W OF BVO TO OKC TO CDS. WITH SLOW MOVEMENT OF
S/W TROF AND LACK OF SFC RIDGING BEHIND FRONT...THINK FRONT WILL NOT
MOVE VERY QUICKLY TODAY. AM NOT OPTIMISTIC ABOUT SHRA MOVING OUT OF
THE ERN ZONES...BUT DO THINK THAT RAINFALL RATES WILL DECREASE SOME
TODAY AS LIFTING WEAKENS AND PW VALUES DECREASE TO 1.5-2.0 INCHES VS
THE 2-2.3 INCH VALUES THE LAST 36 HOURS. MODELS..ESP THE ETA...KEEP
TRYING TO GEN UP SOME MORE PRECIP TO THE S ACROSS NE TX BUT DO NOT
SEE THE FORCING FOR THIS. ETA HAS A 40KT H3 JET ACROSS ERN OK WITH
GOOD HORIZ GRADIENT OF WIND SPEED IN THE RR QUAD BUT NGM IS MUCH
WEAKER. EXPECTED LL TEMP GRAD DOES NOT SUPPORT THIS FEATURE SO HAVE
SIDED MORE WITH NGM AND AVN QPF. THINK CHCS OF POST-FRONTAL PRECIP
WEST OF TROPICAL PLUME WILL BE MUCH LOWER THAN GUIDANCE BUT SHOULD AT
LEAST KEEP 30 POPS MAYBE HIGHER. DZ HAS MEASURED HERE AT KTUL IN THE
LAST 2 HOURS...SO MAY MENTION DZ AND "MEASURABLE PR~ECIPITATION" IN
THE ZONES.

WILL LIKELY CONT FFA AT LEAST TODAY ACROSS ERN ZONES. DETAILS AND
FCST NUMBERS WILL FOLLOW SHORTLY.
