THE NATIONAL WEATHER SERVICE IN TULSA HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  CHEROKEE COUNTY IN EAST CENTRAL OKLAHOMA
  EASTERN MUSKOGEE COUNTY IN EAST CENTRAL OKLAHOMA

* UNTIL 215 AM CDT

* AT 1135 PM... NATIONAL WEATHER SERVICE DOPPLER RADAR
  INDICATED PERSISTENT HEAVY RAIN IN A BAND FROM THE CITY OF
  MUSKOGEE THROUGH FORT GIBSON AND ACROSS WESTERN CHEROKEE COUNTY.
  THE BAND WAS NEARLY STATIONARY...AND ANOTHER 1 OR 2 INCHES OF RAIN
  COULD FALL THROUGH THE EARLY MORNING HOURS.  IN WESTERN CHEROKEE
  COUNTY...SPRING CREEK AND THE FOURTEEN MILE CREEK WILL BE
  SUSCEPTIBLE TO FLASH FLOODING.

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE
DANGER OF FLOODING.

FLASH FLOOD WATCH WILL BE CONTINUED THROUGH TONIGHT.

REMNANT OF FRANCES STUBBORNLY EDGING ACROSS RED RIVER THIS EVENING
AND WILL CONTINUE TO SHEAR OUT ALONG A N/S AXIS ACROSS CENTRAL OK.
MOST IMPORTANT FEATURE WILL BE THE STRONG LOW LEVEL JET TO THE EAST
OF THE LOW PUMPING MORE TROPICAL MOISTURE NORTHWARD.  PROFILERS SHOW
SOUTHERLY 850 MB WINDS 30-40 KT ALREADY WHICH MESOETA INCREASES TO
50 KT OVERNIGHT.  NORTHWARD MOVING TROPICAL SHRA WILL TRAIN ACROSS
OK/AR BORDER ZONES THROUGHOUT THE NIGHT.  THUS...LOOKING FOR AMOUNTS
NEAR FFG VALUES IN EASTERN OK AND WESTERN AR BY MONDAY MORNING.
WITH APPROACHING S/WV IN CO/WY...BELIEVE EX-FRANCES MAY GET DRAWN
BACK WEST A BIT AND PULL HEAVIER PRECIP ALONG WITH IT.  PRECIP WILL
BE ENHANCED BY CONVERGENCE ALONG THE SFC SHEAR ZONE IN CENTRAL OK.
THEREFORE I'VE PUT GREATEST QPF AMOUNTS TO THE WEST OF OK/AR
BORDER...BUT FSM AND FYV SHOULD GET THEIR FAIR SHARE OF HEAVY RAIN
TONIGHT...AS WELL.

LOW SHOULD BE SWEPT TO THE NE WITH APPROACHING S/WV ON MONDAY
AFTERNOON...SO IF WE CAN MAKE IT THROUGH TONIGHT WITH NO
FLOODING...WE SHOULD BE IN GOOD SHAPE ON MONDAY.  STILL THE CHANCE FOR
LINGERING SHOWERS ON MONDAY...BUT PRECIP AMOUNTS WILL BE TOLERABLE.
