SOUTHERN WISE... AND NORTHERN PARKER COUNTIES. SINCE SOIL IS
SATURATED... AND CREEKS FULL... MUCH OF THIS RAIN WILL RUNOFF... WITH
SOME LOW LYING AREAS BECOMING FLOODED. MOTORISTS ARE URGED TO AVOID
FLOODED LOW WATER CROSSING.
