1138 PM CDT THU AUG 29 1996
 
THE NATIONAL WEATHER SERVICE IN AUSTIN/SAN ANTONIO HAS ISSUED A
FLASH FLOOD WARNING EFFECTIVE UNTIL  245 AM CDT
FOR PEOPLE IN THE FOLLOWING LOCATION...
 
IN SOUTH CENTRAL TEXAS
 
   ...ATASCOSA COUNTY
 
AT 1130 PM...RADAR INDICATED SCATTERED SHOWERS AND THUNDERSTORMS
WITH VERY HEAVY RAIN WEST OF CHARLOTTE BETWEEN PEARSALL AND COTULLA.
HEAVIEST RAINS WERE 2 TO 3 INCHES PER HOUR BETWEEN COTULLA AND
PEARSALL.  THE STORMS ARE EXPECTED TO WEAKEN SOME AS THE MOVE
EAST AND NORTHEAST AT 15 MPH BUT COULD PRODUCE ADDITIONAL FLOODING
IN ATASCOSA COUNTY.
 
SEVERAL ROADS IN ATASCOSA COUNTY REMAIN FLOODED FROM RAINFALL OF
3 TO 6 INCHES EARLIER TONIGHT.  ADDITIONAL RAINFALL MOVING INTO THE
AREA FROM THE WEST WILL INCREASE FLOODING PROBLEMS OVERNIGHT.
 
HEAVY RAINS EARLIER TONIGHT FLOODED FM 2146 BETWEEN HWY 173 AND
HWY 476.  PARTS HWY 97 ARE FLOODED AS ARE FM 1784.
 
BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE
DANGERS OF FLOODS AND FLASH FLOODS.  IF FLASH FLOODING IS OBSERVED
ACT QUICKLY.  MOVE UP TO HIGHER GROUND TO ESCAPE FLOOD WATERS.  DO
NOT STAY IN AREAS SUBJECT TO FLOODING WHEN WATER BEGINS RISING.
 
AVOID ALREADY FLOODED AREAS.  TRAVELERS SHOULD NOT ATTEMPT TO
CROSS FLOODED ROADS.  IF YOUR VEHICLE STALLS...LEAVE IT AND MOVE
IMMEDIATELY TO HIGHER GROUND IF YOU CAN DO SO SAFELY.
