IN PENNSYLVANIA ...BLAIR COUNTY THE FRANKSTOWN BRANCH OF THE JUNIATA RIVER IS REPORTED OUT OF ITS BANKS WITH A ROAD COLLAPSED. STATE COLLEGE DOPPLER RADAR SHOWED RAINFALL WILL CONTINUE IN THIS AREA UNTIL LATE EVENING. BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE DANGERS OF FLOODS AND FLASH FLOODS.
