What happened

The episode as NWS GID wrote it up.

During April 2023, at least portions of five of the six North Central Kansas counties continued to be (or were newly) assigned at least Severe Drought (D2) by the U.S. Drought Monitor (USDM). This marked the 15th consecutive month that D2 plagued parts of the local area. However, of greater concern during the month was the introduction of both Extreme Drought (D3) and worst-off Exceptional Drought (D4) into mainly southwestern parts of the area. This marked the first appearance of D3 anywhere within North Central Kansas in nearly 9 years (since June 2014) and the first instance of D4 in the area in over 9.5 years (since August 2013). It is little surprise that the drought situation went further downhill during the month, given that a very dry March was immediately followed by an exceptionally dry April (see below for more April precipitation details). Focusing on county-level USDM drought category specifics during the month, things opened with D2 covering all of Rooks County, along with roughly the western two-thirds of Osborne County, the southwestern half of Phillips County and a narrow strip of southern Smith County. Elsewhere within the six-county domain, Moderate Drought (D1) was present to start April in nearly all other places, except for a lingering zone of overall-best-off Abnormally Dry D0 within eastern Mitchell County. However, degradation got underway already on the April 11th USDM issuance, as D3 was introduced to southern portions of Rooks/Osborne counties, D2 expanded eastward into western Mitchell County, and eastern Mitchell County went from D0 to D1. Through the rest of the month, the entire D1 area and most of the D2 area remained unchanged, but the D3 zone expanded northward and D4 was introduced to far southwest locales. More specifically, by the April 25th USDM, D4 was present across much of the southern two-thirds of Rooks County along with southwestern Osborne County, and a narrow buffer zone of D3 extended northward into more of Rooks, Osborne, southwestern Phillips and extreme southwestern Mitchell counties. At month's end, only Jewell County remained void of D2-or-worse.

Turning to April 2023 precipitation details, it was overall bad news, with all of North Central Kansas registering between moderately and tremendously-below normal precipitation. More specifically, the majority of the six-county domain totaled between 0.15-0.90 inch, or roughly 5-40 percent of normal. In fact, around 95 percent of the area measured less than one-half of monthly normals, and roughly 85% of it registered less than ONE-FOURTH of normal! Some official, long-term NWS stations bemoaned a Top-5 driest April on record, including Plainville 4WNW (0.06...THE DRIEST on record out of 114) and Beloit (0.43...2nd-driest out of 115). Per around 20 NWS and CoCoRaHS observers, some of the most dire April tallies included: 0.06 four miles west north-west of Plainville, 0.08 ten miles west-northwest of Stockton, 0.10 at Webster Dam and 0.14 in Cawker City. On the slightly more fortunate (but still well below normal side of things), a few of the highest monthly totals featured: 1.24 ten miles south-southwest of Beloit, 0.92 at Lovewell Dam and 0.87 in Natoma.

Potential for MVFR ceilings looks to stick around the terminal
areas for a few more hours, and once VFR conditions return they
are expected to continue through the rest of this TAF period. Some
lingering flurries/light snow will also continue for a bit longer,
have VCSH mention in there as well as a tempo group for -SN
through 08Z. Gusty NW winds are expected to continue through the
rest of tonight, starting to taper off closer to sunrise. Through
the daytime hours, winds are expected to gradually turn more west,
then southwesterly, then to the south for the final few hours of
this period. Speeds through the day are expected to be around
10-15 MPH, but an occasional gusts closer to 20 MPH is not out of
the question during the afternoon.

The Red Flag Warning for north central Kansas has been cancelled
early as RH values have risen above 30% and will continue to rise.
Strong winds will continue throughout the night tonight before
coming down tomorrow morning.

Key Messages:

* Critical fire weather conditions have resulted in a Red Flag
  Warning this afternoon and early evening for portions of north
  central Kansas.

* Very windy conditions expected this afternoon and evening with
  sustained winds of 25 to 35 mph and gusts up to 55 mph possible
  with blowing dust possible across north central Kansas.

* Light rain and snow possible this afternoon and evening with
  snow and blowing snow possible mainly north of Interstate 80.

* Warmer temperatures on Sunday followed by a couple of cold
  fronts next week and increased precipitation chances Tuesday and
  Tuesday night.

An upper level trough is centered over the Northern and Central
Plains. This trough is contributing to an active weather day across
north central Kansas and south central and central Nebraska. West to
northwest winds are bringing in drier air into the area with
humidity values expected to decrease as low as 20 to 30 percent
across Rooks, Osborne, and Mitchell Counties. Winds will increase
out of the west to northwest this afternoon and evening areawide 25
to 35 mph with gusts as high as 55 mph. The combination of strong
winds and low humidity have resulted in critical fire weather
conditions across Rooks, Osborne, and Mitchell Counties this
afternoon and early evening where a Red Flag Warning is in effect.
Blowing dust is also possible across Kansas this afternoon and early
evening where the ground has not received as much recent moisture.
Winds may briefly approach 60 mph late this afternoon and early this
evening but confidence of this is low so did not issue any high wind
products at this time. Clouds will be a limiting factor on wind
gusts this afternoon. Precipitation will be possible this afternoon
into tonight as the upper low/trough moves eastward. The
precipitation will likely transition to the form of snow for areas
mainly north of Interstate 80 this evening as temperatures drop to
near or below freezing. Little to no accumulation is expected, but
blowing snow with reduced visibilities will be possible with strong
winds. Elsewhere, light rain showers are possible.

The upper trough will pass to the east of the region on Saturday
with much lighter winds and warming temperatures. High temperatures
will be in the 50s and 60s on Saturday. An upper trough will pass
over North Dakota on Sunday which will result in northwest to north
winds across Nebraska and north central Kansas. High temperatures
are expected to warm up into the 60s and 70s across the area on
Sunday. The cooler air will impact the area on Monday with high
temperatures in the 50s and 60s. Another, stronger cold front
will push into the area on Tuesday as an upper trough moves over
the Northern and Central Plains. Precipitation is expected to
develop with this system on Tuesday and may be in the form of snow
Tuesday night as temperatures drop to freezing or below. High
temperatures on Wednesday will range from the 30s to the lower 50s
with northerly winds. A gradual warm up is expected heading into
late next week.

This Hazardous Weather Outlook is for south central Nebraska and
portions of north central Kansas.

.DAY ONE...Overnight.

Through around 4 AM, northwesterly wind gusts of at least 40 to
45 MPH will remain likely within parts of the outlook area, but
will gradually decrease with time from west to east across the
area. By sunrise, gusts will ease below 30 MPH area-wide.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday.

On Sunday afternoon, near-critical fire weather conditions could
develop mainly within Nebraska counties along and north of
Interstate 80, due to the combination of west-northwest winds
gusting as high as 20 to 30 MPH, and also relative humidity
falling as low as 20 to 25 percent.

Although still several days away, it appears that another strong
weather system could bring at least another round of strong winds
to the entire outlook area Tuesday into Wednesday, with
precipitation potential during this time frame more uncertain.
