...New UPDATE, AVIATION, MARINE...

.UPDATE...

TJSJ 18/12z sounding data indicated dry air from mid to upper
levels, suggesting subsidence aloft. While at low levels, GOES-E
visible channel and derived TPW values detected a patch of
moisture with clouds and showers moving across the U.S. Virgin
Islands and Puerto Rico's surrounding waters. This patch will
continue to push showers, mainly across the windward portions of
the islands. Although we are not expecting thunderstorms at this
time, afternoon convection will develop across the interior and
southwest quadrant of Puerto Rico. The winds will continue from
the northeast between 10 and 20 mph with sea breeze variations but
locally higher due to gusty winds. Maximum temperatures will
remain in the mid-80s but combined with the available moisture;
the heat index values will reach the upper 90s.

.AVIATION...
(12Z TAFS)

VFR conditions will prevail with the arrival of a -SHRA/SHRA over
JSJ/IST/ISX at times. SHRA/TSRA will develop across the interior
and SW-PR and downwind from the USVI btwn 18/18-22z, producing
mount obsc ovr PR. Winds will continue from the NNE at 10-15
knots but gusty near SHRA and with sea breeze variations. Winds
will become calm to light and VRB aft 18/23z.

.MARINE...

Mariners can expect moderate to fresh easterly winds (15-20 knots)
with higher gusts, mainly across the offshore waters and during
the afternoon. This northeasterly wind flow is causing choppy
conditions with seas between 4 and 6 feet with an average wave
period of 6 seconds. However, local buoys detected a small north-
northeasterly swell of around 2 feet at 14 to 16 seconds.

The risk of rip currents is moderate for the Atlantic Coastline of
Puerto Rico, Culebra, Vieques St Thomas, St John, and St Croix.
The risk is low from Mayaguez to Salinas (following the Caribbean
Coastline).

.SYNOPSIS...
Issued at 439 AM AST Fri Nov 18 2022

Shallow moisture will allow scattered shower activity for the
next several days. Moisture will increase during the first part of
next week and passing troughs at low levels and a TUTT low moving
southwest across the Windward Islands will promote much better
shower activity and enhanced chances for local flooding. Winds
will also increase early next week.

.SHORT TERM...Today through Sunday...

Drier air is moving into the region, which has led to a decrease in
shower activity compared to yesterday. Still, patchy moisture is
being carried across the region from time to time, which will help
to sustain a typical shower pattern. Considering the fact that there
were no thunderstorms yesterday, when conditions were somewhat more
favorable for their development, the thunderstorms have been removed
from the forecast for this afternoon. The steering flow is expected
to gradually shift more easterly, but winds will back to northeast
and then north between 500 and 400 hPa. Considering how dry the 00Z
sounding was above around 625 hPa, it is likely that showers will
struggle to reach as high as those winds with the more northerly
component; but, those that do may drift into southwestern Puerto
Rico. Otherwise, shower activity is likely to be focused on
interior and western portions of the island. In the east, some
streamer development is likely, which will combine with some
lingering passing showers to provide some rainfall to the area,
mostly for northeastern Puerto Rico into the San Juan metro.

This patchy moisture is expected to continue to affect the area into
Saturday. On Saturday morning, a dry slot is forecast to push into
the region from the east. This will inhibit shower development. And
with this dry slot likely to be affecting most of the island of
Puerto Rico during the afternoon, afternoon convection is likely to
be further decreased. Patchy moisture will return behind this dry
slot, later in the day on Saturday. This moisture will gradually
increase through the day on Sunday. As such, shower activity is also
likely to increase. However, cloudiness ahead of the next feature
has the potential to inhibit the increase in afternoon convection. A
disturbance with a significantly more moist airmass is expected to
push into the region during the night on Sunday, resulting in an
increase in shower activity.

.LONG TERM...Monday through Sunday...

A TUTT low east of the Windward Islands will dive onto the coast
of Venezuela by Tuesday night and cause a 50 knot jet to cross
over the U.S. Virgin Islands and close to eastern Puerto Rico on
Monday. It will dissipate during the period, but remnants will
move over the local area on Sunday.

Precipitable water will begin increasing this Saturday night and
will reach 2 inches by Wednesday afternoon. This moisture will
continue through next Friday night. The low level trough
approaching the U.S. Virgin Islands and Puerto Rico this Sunday
night is expected to cross though on Monday, bringing the first
increase in showers and mid-level moisture that has been lacking
so far for today and tomorrow. Shower activity will increase
Monday and Tuesday, but the best moisture will remain south until
the low level flow turns more southeasterly behind another
easterly wave. Currently, this wave is expected to cross through
the area Wednesday afternoon and will bring the best moisture of
the period. With southeast flow at lower levels and helpful
divergence aloft Wednesday afternoon through Thursday, it looks
like southeastern and interior Puerto Rico are being set up for
another round of very heavy rain enhanced by considerable
orographic lift where winds in the lower levels (surface to 700
mb) will range from 15 to 40 mph from the southeast. This will
bear watching. Improving conditions begin on Friday and moisture
continues to decrease Saturday and Sunday, but mainly for eastern
Puerto Rico and the U.S. Virgin Islands. Western Puerto Rico may
still be under a band of moisture held by an approaching cold
front near the Windward Passage and another tropical wave passing
south of the area on Sunday.

Generally VFR conds expected next 24 hours across aerodromes. VCSH
due to passing SHRA over waters for TJSJ/TIST/TISX are expected to
have limited impacts at aerodromes. Afternoon convection expected to
be focused on interior and W/SW PR, keeping SHRA likely W/N of TJPS
and S of TJBQ. Terrain obscurations possible. Winds generally light
overnight, around 4 to 8 knots. After sunrise, winds pick up out of
the east at 12 to 16 knots, with stronger gusts.

Northerly swell will continue through the weekend and then begin
to increase from 2 to 4 feet through Wednesday night. When the
wind driven seas from moderate to fresh winds are added into the
mix, seas will be choppy and confused for the first part of the
week and then eventually hazardous in most unprotected waters by
the middle of the week. Although models appear to be over
forecasting winds during the middle of next week, they will still
be significantly stronger than today. Also showers and isolated
thunderstorms are expected to develop with the passage of two or
three tropical waves next week.

laboral traera mas aguaceros y tronadas al area, aumentando el
potencial de lluvia excesiva y rayos, al igual que el riesgo de
inundaciones. Las condiciones ventosas persistiran a traves de las
aguas, resultando en oleaje de hasta 5 a 6 pies, mayormente para las
aguas lejanas a la costa. El riesgo moderado de corrientes marinas
persistira. Para temprano la proxima semana laboral, el oleaje
aumenrara y es probable que el riesgo de corrientes marinas aumente
de moderado a alto a traves de las playas locales.

A 15-year-old male drowned when he was swept by a rip current in Isla Verde, near Condominio Condesa del Mar. Two others (under 18 years-old) were rescued.
