What happened

The episode as NWS JKL wrote it up.

A passing cold front dropped in from the northwest late in the day on January 19th with a band of precipitation. Initially most of the precipitation fell as rain; but, as the colder air moved in behind the front, that rain changed to snow. By the time precipitation tapered off on the morning of the 20th, most locations had received a Trace to 1 inch of snow. However, a localized axis of heavier 2 to 4 inch snow accumulations was observed near the I-64 corridor.
