The episode as NWS PHI wrote it up.

Tropical Storm Elsa affected much of the coastal mid-Atlantic on the night of July 8 and into the morning of the 9th. The storm maintained much of its intensity despite a long track over land as it began to interact with a mid-latitude trough. Overall, impacts across the mid-Atlantic were fairly minimal. One to three inches of rain, locally a little higher, fell across a large area, but produced little in the way of flooding impacts. With the center tracking near the coast, tropical storm force wind conditions were limited, and confined mainly to immediate coastal areas. Elsa did produce a couple of short-lived tornadoes over eastern New Jersey. The storm was fast moving, and departed into New England a few hours after daybreak on the 9th.

.SYNOPSIS...
Tropical storm Elsa will continue to move across coastal areas
of New Jersey and Delaware through dawn Friday. A cold front
approaching from the northwest is expected to arrive tonight. This
front is anticipated to stall nearby over the weekend before lifting
to the north early next week.

&&

.NEAR TERM /THROUGH TODAY/...
Elsa is churning along the coast early this morning and will
continue to strongly affect the area through dawn with gusty
winds and heavy rains. Local warnings for flooding and
individual severe storms will be issued overnight. Much of the
activity will be over by dawn, perhaps an hour or two later at
the shore.

Friday could also be a rather active day of weather. Rain and
clouds associated with Elsa will depart early in the day, likely
before 9 or 10AM in most of the area. That will give way to a
fairly typical summer day with highs rising well into the 80s
and still plenty of humidity around. A shortwave trough and cold
front then approach for the afternoon and evening. This will
likely bring additional showers and thunderstorms late in the
day. Some of these storms may be strong to severe, with
encroaching mid-level dry air potentially enhancing a damaging
wind threat. DCAPE also looks rather high. Not thinking this is
going to be too big of an event, but just another thing to watch
in what's been a very busy stretch. The cold front moves
through tomorrow evening, and more tranquil weather returns for
Friday night.

.SHORT TERM /TONIGHT THROUGH SATURDAY NIGHT/...
The departing Elsa leaves a building H5/H7 ridge behind it as
it moves away from the area. A couple lingering showers across
Nrn/central NJ Fri evening will be the only precip Saturday and
Saturday evening. A couple showers may arrive across the region
overnight Saturday into Sunday, but pops are only in the slight chc
range for now.

.LONG TERM /SUNDAY THROUGH FRIDAY/...
No changes made to the long term.

A rather unsettled period for the end of the weekend and into
next week. A strong Bermuda-type high remain offshore and will
occasionally strengthen and ridge back across the Middle
Atlantic. Meanwhile, a trough/low across the Plains and Ohio
Valley region will remain in place through early next week and
then eject out across the Great Lakes area.

Precipitation will mostly be showery in nature with late
afternoon and evening hours favored. Best chances are for the
periods Sun-Mon and Tue. Chances for showers lessen for Wednesday
and Thursday.

Temperatures will become closer to normal during later Sat and it
will remain into Sunday. By next week, the heat and humidity will
return with daytime max temps returning to above normal and highs
close to 90 in many areas.

.AVIATION /06Z FRIDAY THROUGH TUESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Overnight... 06Z TAFS were issued with a general 6 hour period
of poor conditions for the Delaware Valley and coastal sites
followed by improving conditions.

Friday... Improving conditions are expected in the early morning
hours, with the terminals returning to VFR by around 15z if not
sooner. Mainly VFR through the day, but yet another round of
thunderstorms is possible during the later afternoon and evening
hours. Terminals near and west of PHL will be most favored for this.
West-southwest winds around 10 kt, higher in and near tstms.
Moderate confidence.

Outlook...

Friday night/Saturday...Mostly VFR. Patchy fog around dawn Sat.

Sat night thru Tuesday...Mostly VFR, but scattered showers and tstms
with lower CIGS/VSBYS possible.

.MARINE...
A Tropical Storm Warning remains in effect for the Atlantic Ocean
coastal waters, along with lower Delaware Bay. Tropical storm force
winds and/or wind gusts can be expected for these area beginning
later this evening and continuing through tonight into Friday.

A Small Craft Advisory also remains in effect for upper Delaware
Bay. Wind gusts of 25 to 30 knots are possible beginning later this
evening and continuing through tonight into Friday.

Outlook...

Saturday through Tuesday...Mostly sub-SCA conditions expected.
Scattered showers and tstms Sun-Tue will bring localized higher
winds and seas.

Rip currents...

As Tropical Storm Elsa approaches the area, for the rest of today
there will be a MODERATE risk for the development of dangerous rip
currents along the coasts of Delaware and New Jersey through this
evening.

The center of Elsa will pass over our region overnight tonight into
early Friday before moving away to our northeast through the day
Friday. Elevated waves along with strong winds will lead to a HIGH
risk for the development of dangerous rip currents on Friday.

An EF-1 tornado touched down near the entrance of the Ocean World |Condominium complex in Woodbine where it uprooted two cedar trees. |The tornado completely destroyed a picnic shelter at the complex's |park area and spread debris consisting of structural remains and |patio furniture hundreds of feet. The roof of the picnic shelter was |dropped into the nearby swimming pool. The tornado caused considerable |structural damage to the complex's office and recreation building. |The front door was blown out and ripped off of the structure and an |exterior wall was pushed outward several inches, but did not |completely collapse. The complex's entrance sign was also blown over |and another nearby cedar tree was uprooted. The tornado continued |westward where it snapped a few trees along Ash Drive and |Freidriechstadt Avenue. The tornado continued through a wooded area |then uprooted a few trees near the intersection of Dehirsch Avenue |and Joffe Drive. At the same intersection, several tree limbs were |snapped off and sections of residential vinyl fencing was blown |over. The tornado continued across an open area then ended near the |intersection of Heilprin Avenue and Ocean Drive where it snapped |part of a pine tree off onto a house.

An EF-0 tornado touched down in a residential area along Sycamore |Drive in Little Egg Harbor Township. The tornado snapped numerous |large tree limbs and snapped a few trees along Sycamore Drive and |Harbourtown Boulevard. One small tree was uprooted on Sycamore |Drive. Some homes suffered some cosmetic damage along Rosemont Lane |and Harbourtown Boulevard where some sections of vinyl fencing were |blown over. The tornado continued along Rosemont Lane where numerous |tree limbs were down. A residence at the intersection of Rosemont |Lane and Vista Court had 2 sections of wooden fencing blown out and |tossed approximately 50 feet, striking the rear side of the house. A |few houses along Vista Court also sustained some cosmetic damage. |The tornado ended at the end of Vista Court where a few trees were |snapped or uprooted.
