What happened

A strengthening low pressure system developed over the central Plains and moved northeast to Lake Michigan, bringing 10 to 14 inches of heavy snow, and occasionally sleet, to northern and portions of central Wisconsin. The wet, heavy snow accumulating on trees and power lines, along with strong winds, caused widespread power outages across much of northern Wisconsin with over 40,000 residences impacted. The combination of strong winds and high water levels caused flooding along the shoreline of the Bay of Green Bay and Lake Michigan.

Some of the highest snowfall totals included 14.8 inches near Land O' Lakes (Vilas Co.), 14.1 inches in Eagle River (Vilas Co.), 13.5 inches in Hazelhurst (Oneida Co.), 12.7 inches in Phelps (Vilas Co.), 11.6 inches in Rhinelander (Oneida Co.), 11.0 inches west of Merrill (Lincoln Co.), 10.8 inches in Minoqua (Oneida Co.), and 10.0 inches in Summit Lake (Langlade Co.).

High bay water levels and strong easterly winds caused flooding along the Bay of Green Bay. Water inundated portions of Highway Y from Oconto to the Town of Little River, resulting in the road closure of sections of Highway Y and several city streets in Oconto.

Flooding was noted along the Sturgeon Bay Ship Canal in Sturgeon Bay. More than ten inches of water covered a stretch of Memorial Drive between South 12th Avenue and South 15th Avenue along with several homes being flooded. Additional flooding was noted further past South 15th Avenue, although the water was not as deep. Several homes were also flooded in Brussels and Gardner.

The Green Bay marina experienced two rounds of flooding. Minor flooding was noted between 4 am and 7 am and with a secondary round of flooding occurring during the early afternoon. The high waters at the Green Bay marina surrounded the nearby Coast Guard Station.
