Low pressure intensified off the mid Atlantic coast (993 mb) on March 7th and moved to just off the northern New England coast by March 8th (989 mb). The low produced storm-force wind gusts over the outer waters. The storm then tracked in a small loop and retrograded back towards the Maine coast. Although this event occurred during a period of low astronomical tides, tides were still running high from a large ocean storm several days earlier. The impact from this system was enhanced because much of the coastal armor such as dune systems and rocky revetments had been compromised or destroyed from the storm earlier in the month.

An ocean storm triggered a storm surge of over two feet at the time of high tide, yet tide levels never reached flood stage. Beach erosion and splash-over were reported in Saco as 20 foot waves coincided with the time of high tide. This caused damage to area roads. Eastern Avenue in Saco was eroded near the intersection with Pearl Street.
