A strengthening low pressure center over the lower Mississippi Valley moved north across the Upper Great Lakes then onto Quebec. Strong southwest winds developed in the wake of the system on Wednesday the 28th. Winds gusts were measured to 69 mph at Fort Drum and 62 mph at Dunkirk. The strong winds downed trees and power lines. Damage was reported in Dunkirk and Lacona. Roads were blocked by downed trees and wires in Forestville, Sardinia, Cheektowaga, and South Wales.
