The combination of a moist near surface layer, calm winds, and clear skies led to the development of dense fog across the eastern Texas Panhandle during the late night hours of the 21st and into the early morning hours of the 22nd. Visibilities were reduced to less than a quarter mile at Lipscomb (Lipscomb County), Canadian (Hemphill County), Wheeler (Wheeler County), and Wellington (Collingsworth County). These low visibilities improved across the eastern Texas Panhandle by 2:30 AM CST as a low cloud deck allowed temperatures to warm slightly.
