The episode as NWS PHI wrote it up.
A strong area of high pressure over far northern New England during the morning of December 21st, slowly moved eastward during the 22nd. Meanwhile, a storm system quickly moved off the Southeastern United States coast and out to sea. This setup allowed for a fairly prolonged period of onshore winds, which then turned to the south or southeast late on the 22nd or early on the 23rd. The combination of the persistent onshore flow, coupled with the full moon, produced areas of minor tidal flooding with the morning high tides on the 22nd and 23rd. The most widespread and highest tidal flooding occurred with the morning high tide on the 22nd. Highest tides included 7.07 feet above mean lower low water at Cape May (Cape May County) and 6.78 feet above mean lower low water at Sandy Hook (Monmouth County). Minor tidal flooding starts at 6.7 feet above mean lower low water. Moderate tidal flooding starts at 7.7 feet above mean lower low water.
