This storm affected the Saginaw Valley. A band of moderate to heavy snow moved quickly over Southeast Lower Michigan on December 28th. Conditions deteriorated rapidly as the snow intensified during the afternoon. The snow fell at a rate of an inch per hour and persisted before diminishing during the evening.
