TROPICAL STORM BILIS CONTINUES TO MOVE AWAY FROM THE MARIANAS.
AFFECTS OF THE STORM ON MARIANAS WEATHER WILL RAPIDLY DIMINISH
TODAY AND SHOULD BE NEGLIGIBLE THEREAFTER. GENTLE TO MODERATE TRADE
WINDS AND ISOLATED SHOWERS WILL GRADUALLY BUILD BACK INTO THE AREA
STARTING TONIGHT.

GFS75 MODEL BRINGS TRADE WINDS AND JUST ISOLATED SHOWERS BACK IN
AFTER TROPICAL STORM BILIS DEPARTS THE LOCAL AREA. HAVE BEEN
HESITANT TO USE PREVIOUS RUNS AS THEY SEEMED TOO SUBJECT TO
SPINNING UP SPURIOUS TROPICAL CYCLONES DUE TO CONVECTIVE
FEEDBACK. THIS REMAINS A PROBLEM DURING PARTICULARLY ACTIVE
PERIODS. THIS RUN...HOWEVER...SEEMS MUCH LESS SUSPICIOUS AT LEAST
IN OUR LOCAL AREA UNTIL ABOUT DAY 3. AT THIS POINT...THE 06Z RUN
SEEMS TO BE LESS CONTAMINATED. THEREFORE...WILL POPULATE WIND
GRIDS FOR DAYS 1 TO 3 FROM THE 12Z RUN AND DAYS 4 TO 5 FROM THE
06Z RUN.

WIND WAVES HAVE DECREASED MARKEDLY FROM THE 10 FOOT VALUES OF
YESTERDAY...AS EVIDENCED BY THE RECENT 6 FOOT VALUES FROM THE CDIP
BUOY AT YPAN. THIS BUOY IS MOST LIKELY SHELTERED FROM ANY
SOUTHWEST OR WEST SWELL GENERATED BY TROPICAL STORM BILIS. THIS
SUPPOSITION IS SUPPORTED BY THE DIRECTIONAL SPECTRUM PLOT... WHICH
SHOWS A SMALL AMOUNT OF ENERGY FROM THE SOUTH. THIS IS PROBABLY
WRAPAROUND FROM THE SOUTHWEST TO WEST SWELL. NEVERTHELESS...THE
READING FROM THE BUOY IS CLEARLY DOMINATED BY WIND WAVES. WILL USE
THE WW3 MODEL FOR SWELL AS IT LOOKS REASONABLE AND WILL USE THE
BUOY TO CALIBRATE WIND WAVE CALCULATIONS. AT FIRST GLANCE THE
SMALL CRAFT ADVISORY SHOULD BE ABLE TO COME DOWN THIS AFTERNOON OR
EVENING.

TIME-LONGITUDE SECTION OF OUTGOING LONGWAVE RADIATION FROM THE
CLIMATE DIAGNOSTIC CENTER SHOWS A POSITIVE PHASE OF THE MADDEN-JULIAN
OSCILLATION NOW PUSHING PAST US. OVER THE NEXT FEW DAYS...THE
CORRESPONDING NEGATIVE PHASE WILL ENTER OUR AREA. THIS WILL TEND
TO MAKE A THIRD TROPICAL CYCLONE IN THIS FAMILY GROUP RATHER
UNLIKELY.

.TROPICAL SYSTEMS...
TROPICAL STORM BILIS REMAINS A LARGE...SOMEWHAT LOOSELY ORGANIZED
SYSTEM. ALTHOUGH THE CENTER IS ABOUT 600 MILES WEST OF THE
MARIANAS...THE OUTER RAINBANDS ARE STILL VISIBLE ON RADAR. THESE
ARE EXPECTED TO MOVE OUT OVER THE NEXT FEW HOURS. CLOUDS COULD
REMAIN AS MUCH AS 12 MORE HOURS...BUT OTHERWISE TROPICAL STORM
BILIS WILL NO LONGER HAVE ANY EFFECT ON THE LOCAL FORECAST.
