Lake Effect snow bands developed during the morning hours of Friday December 2nd over Warren County, and then expanded east during the afternoon and evening hours into McKean and Potter Counties. Snowfall rates of up to 2 inches per hour, combined with gusty winds to produce localized near-blizzard conditions during the late afternoon and evening hours. The snow bands gradually diminished in areal coverage and intensity during the early morning hours of Saturday December 3rd. Localized snowfall amounts of up to 11 inches occurred in Potter County, while 12 to 16 inches occurred in northern Warren and McKean counties.
