Bitter cold arctic air moved into the region behind a major coastal storm late on the 23rd. Winds the evening of the 23rd were around 10 mph as temperatures returned to be below zero. The wind diminished around midnight but with clear skies temperatures fell to 10 to 20 below zero. Wind chill temperatures were mostly in the 20 to 30 below zero range.
