What happened

The episode as NWS PHI wrote it up.

Thunderstorms with heavy downpours moved over the same regions of northern Monroe County and nearby locations of Lackawanna and Luzerne County. While Monroe County escaped the worst damage, the rain was heavy enough to cause stream and river flooding as well poor drainage flooding. In Canadensis (Barrett Township) and Mount Pocono, basements were flooded and roads were described as lakes. Adjusted Doppler Radar storm total estimates reached between 4 and 5 inches in the county. The Lehigh River in Stoddartsville (Luzerne/Monroe County border) reached its 7 foot flood stage at 914 p.m. EDT, crested at 8.34 feet at 1045 p.m. EDT and was back within bankfull at 130 a.m. EDT on the 29th. Storm totals included 2.50 inches in Canadensis and 1.90 inches in Pocono Summit.
