NORTHEAST OREGON/SOUTHEAST WASHINGTON FORECAST DISCUSSION
NATIONAL WEATHER SERVICE PENDLETON OR
230 AM PDT TUE OCT 23 2001
A STRONG WESTERLY JET STREAM AT 30000 FEET WITH WIND SPEEDS OF
140-170 MPH WILL BE OVER THE FORECAST AREA TODAY. SURFACE HIGH
PRESSURE WILL ALSO BUILD RAPIDLY EASTWARD ACROSS THE FORECAST AREA
TODAY FOR A STRONG SURFACE PRESSURE GRADIENT ALLOWING WINDS TO
INCREASE. IN ADDITION...DOWNSLOPE WINDS EAST OF THE CASCADES WILL
MAINTAIN SUBSIDENCE TODAY FROM THE EAST SLOPES OF THE CASCADES
EASTWARD TO THE FOOTHILLS OF THE BLUE MOUNTAINS. THE SUBSIDENCE WILL
TAKE WINDS OF 40-50 MPH AT 850 MB (5000 FEET) TO THE SURFACE TODAY
AND WILL TEND TO EVAPORATE CLOUDS AND ALLOW A FAIR AMOUNT OF SURFACE
HEATING TO STEEPEN LAPSE RATES IN THE LOWER LEVELS. THIS WILL ALLOW
BUOYANT MIXING TO EXTEND UPWARD TO AROUND 10000 FEET TODAY...WHERE
WINDS WILL BE AROUND 60 MPH. A MIXING DEPTH TO 10000 FEET WILL ALLOW
TURBULENT MIXING TO TRANSPORT STRONG WINDS ALOFT NEAR THE TOP
OF THE MIXING LAYER TO THE SURFACE TODAY FOR STRONG...GUSTY...AND
POTENTIALLY DAMAGING WINDS. EXPECT STRONGEST WINDS TO OCCUR EARLY
THIS MORNING AND INTO THIS AFTERNOON AS THE STRONG JET STREAM MOVES
OVERHEAD. A HIGH WIND WARNING IS THEREFORE IN EFFECT FOR TODAY.
WARM AIR ADVECTION WILL BRING A CHANCE FOR OVERRUNNING PRECIPITATION
ON WEDNESDAY. POLAN
EXTENDED...THE AXIS OF THE UPPER LEVEL RIDGE WILL MOVE THROUGH
WASHINGTON AND OREGON THURSDAY NIGHT...WITH THE UPPER LEVEL FLOW
BACKING TO THE SOUTHWEST. EXPECT DRY CONDITIONS THROUGH FRIDAY...BUT
AN OFFSHORE TROUGH WILL STEADILY MOVE TOWARDS THE COAST WITH
LANDFALL EXPECTED SUNDAY. THAT SYSTEM WILL INCREASE MOISTURE IN THE
MID AND LOWER LEVELS BEGINNING SATURDAY...SO WILL KEEP A CHANCE OF
RAIN AND HIGHER ELEVATION SNOW SATURDAY THROUGH MONDAY. FARMER
