What happened

Showers and thunderstorms redeveloped near sunrise over the three counties and, due in part to rain accumulations from the previous night, flash flooding developed shortly after 1000 CST and lasted to near noon. 2 to 3 inch accumulations were indicated, with flash flooding generally restricted to low water crossings.

EXTEND THE FLASH FLOOD WATCH THROUGH TONIGHT BASED ON SYNOPTIC
SITUATION CONTINUING THE THREAT FOR HEAVY RAINFALL...QUITE POSSIBLY
EVEN INTO OR THROUGH FRIDAY.

EVEN THOUGH IT APPEARS THE BEST POTENTIAL FOR ADVERSE WEATHER THIS
AFTERNOON WILL BE FROM HEAVY RAINFALL...FLASH FLOODING AND RIVER
FLOODING...WEVE ALREADY RECEIVED REPORTS OF FUNNEL CLOUDS...SOME
EVEN TOUCHING GROUND.  THIS IS NOT UNCOMMON IN SUCH A PATTERN WHERE
THE ATMOSPHERE IS EXTREMELY TROPICAL IN NATURE AND EXTREMELY
UNSTABLE.  SUCH FUNNEL CLOUDS CAN CAUSE DAMAGE AND INJURY IF THEY
TOUCH DOWN.

MIGHT BE WORTH MENTIONING THIS IS WINTER WEATHER AWARENESS DAY IN
TEXAS...EVEN THOUGH WE MAY BE CONCENTRATING ON SOME NON-WINTER TYPES
OF WEATHER.  PLANNED ISSUANCES MAY BE DELAYED DUE TO ADVERSE WEATHER
RELEASES TAKING HIGHER PRIORITY.
