910 PM CST WED FEB 28 2001

COLD FRONT BEGAN ITS MOVEMENT SOUTHEAST BY LATE THIS AFTERNOON.  IT
PASSED THROUGH MFE THIS PAST HOUR AND IS NOW JUST A FEW MILES
NORTHWEST OF HRL.  IT IS SHOWING UP ON RADAR VERY NICELY WITH AWIPS
PUTTING ITS FORWARD SPEED NEAR 10 KNOTS.  TEMPS HAVE DROPPED NEARLY
10 DEGREES AT MFE THIS PAST HOUR.  WITH THAT IN MIND...WILL LOWER
TEMPS OVER THE AREA TO COME MORE IN LINE WITH THE LATEST MESO ETA.
AREA WILL AVERAGE LOWER TO MIDDLE 50S...WITH WARMER READINGS NEAR
THE COAST.  WILL MAKE THE APPROPRIATE CHANGES TO THE WIND FORECAST
OVER THE COASTAL WATERS WITH MENTION OF CAUTION DUE TO THE GUSTY
NORTH WINDS.  SPEEDS SHOULD REMAIN BELOW ADVISORY CRITERIA.  WILL
LEAVE THE POPS ALONE FOR NOW AS WATER VAPOR LOOP SHOWS ABUNDANT
MOISTURE SURGING NORTHEAST ACROSS THE PACIFIC COAST OF MEXICO.  AS
THIS MOISTURE OVERRUNS THE COOLER AIR AT THE SURFACE LATE
TONIGHT...AREAS OF LIGHT TO MODERATE RAIN MAY DEVELOP.

EVENING SOUNDING AT BRO SHOWS A LAYER NEAR 850 MB WHICH WARMED
THROUGH THE DAY WITH THE AID OF SOUTHWESTERLY WINDS.  THIS CAP WOULD
EXPLAIN THE ABSENCE OF CONVECTION AS THE ARCTIC AIR SAT JUST TO OUR
NORTH THIS AFTERNOON.

Although beneficial rains fell in parts of deep south Texas, this moisture was not enough to replenish the very dry subsoil moisture. Therefore, a continuation of rainfall deficits and prolong period of very dry subsoil moistures, continue to keep deep south Texas in a moderate drought. In fact, most of the year to date departures from normal were below average. Mc Allen had the largest departure of 2.94 inches below normal. Most NWS observations and NWS Cooperative Observers reported year to date departures about a half to an inch below normal.
