IN THIS AREA HAS BEEN STATIONARY FOR THE LAST FEW HOURS.  3 HOUR
RAIN TOTALS ARE FROM 3 TO 4 INCHES.  ADD EXPECTED RAIN TONIGHT AND
TOMORROW TO THIS AREA...FFG VALUES WILL BE APPROACHED OR EXCEEDED.
ALSO UPDATED NE CWFA IN FFA TO CATEGORICAL POPS TONIGHT.
