The river forecast point of Waverly on the Susquehanna River near the Pennsylvania border rose to 10.75 feet early on the 31st. Flood stage at Waverly is 11.0 feet. The impact of nearing 11 feet causes minor flooding in the Cannonhole neighborhood just east of Waverly. The river at Waverly was just over 4 feet early on the 30th. This crest was in response to heavy rain of 1.0 to 1.3 inches in the valleys. Heavy wet snow fell across areas above 1000 feet.

WE'LL LET THE WINTER STORM WARNING IN NORTHERN ONEIDA EXPIRE WITH
THIS UPDATE AS SIGNIFICANT SNOWFALL IS NOW WELL REMOVED FROM THIS
AREA.  OTHERWISE, ONLY MINOR TWEAKS WERE MADE TO THE OVERNIGHT
PERIOD.

DEEPENING CYCLONE NEAR CAPE COD CONTINUES TO MOVE EASTWARD THIS
EVENING WITH SUBSTANTIAL RAIN AND SNOW RETREATING FROM THE
ADIRONDACKS INTO NEW ENGLAND.  THERE ARE STILL SOME LIGHT SNOW
SHOWERS DRIFTING INTO NORTHERN ONEIDA FROM TIME TO TIME ON THE
SOUTHERN PERIPHERY OF THE DEPARTING STORM'S WRAP AROUND MOISTURE
SHIELD.  AS A RESULT, WE'LL STILL CARRY A CHANCE OF SNOW SHOWERS IN
THIS AREA.  ELSEWHERE, WE RETAINED A CHANCE OF FLURRIES ABOUT AS FAR
SOUTH AS THE PA/NY LINE, WITH GENERALLY NO PRECIPITATION IN MOST OF
NORTHEAST PA.  LOW OVERCAST CONDITIONS SHOULD REMAIN SOLIDLY IN
PLACE OVERNIGHT AS PLENTY OF BOUNDARY LAYER MOISTURE STAYS TRAPPED
UNDER INVERSION BASE.

WE MAY EDGE LOW TEMPERATURES UPWARD A BIT AT LEAST IN OUR SOUTHERN
ZONES BEFORE GOING TO PRESS WITH DEW POINTS STILL IN THE 30'S AS OF
9 PM AND COLD AIR ONLY SLOWLY BLEEDING IN FROM T:HE NORTH.

WORK ZONES HAVE BEEN SENT TO SURROUNDING NWS OFFICES.  THE FINAL
