Slow moving thunderstorms during the evening of the 23rd and again the morning of the 24th produced rainfall amounts over 5 inches over portions of Cortland county. This brought the Tioghnioga river out of its banks at Cortland for only the second time during the summer months since the beginning of river observations here in 1938. The first time was during the heavy rains and subsequent devastating flooding associated with Hurricane Agnes in June 1972.
