INTERESTING DAY.  ABUNDANT MOISTURE TODAY ADVECTING IN FROM THE HIGH
PRESSURE OVER THE FOUR CORNERS AREA.  SPOTTER FROM MAMMOTH INDICATES
OVERCAST SKIES BUT NO PRECIPITATION AS OF YET.  THE RUC...ETA...AND
AVN MODELS ALL PROJECTING LARGE AMOUNT OF VERTICAL MOTION OVER THE
AREA BETWEEN 18 AND 00Z THIS AFTERNOON.  PRECIPITABLE WATER
INCREASES FROM AROUND .75 TO 1.25 BY 00Z...WITH STRONG 700-300
COUPLET OVER THE LAKE TAHOE AREA...AND SURFACE INDICES INDICATING
VERY UNSTABLE CONDITIONS AGAIN BY 00Z.

MAIN CONCERN IS FLASH FLOODING...AND THIS IS THE DILEMMA. WITH THE
CLOUDS AROUND...WHICH AREAS AND HOW MUCH HEATING WILL WE GET. OUR
CONVECTIVE TEMPERATURE IS ABOUT OUR FORECAST HIGH FOR THE RENO
AREA...BUT FEEL WITH THE STRONG DYNAMICS THAT THIS WILL HELP KICK
OFF THE SHOWERS AND THUNDERSTORMS.  WITH ALL IN CONSIDERATION...
ALONG WITH THE HOLIDAY FELT THAT A WATCH WAS WARRANTED.

THE AREAS OF MOST CONCERN IS THE TERRAIN...WITH THE BARE GROUND OVER
THE MARTIS FIRE AREA...AND SOME HISTORY YESTERDAY OF BRIEF HEAVY
RAIN THE STEEP TERRAIN MAY CAUSE SOME PROBLEMS.  CONDITIONS WILL BE
CLOSELY WATCHED THROUGHOUT THE DAY.
